The Maryland Department of Transportation is seeking dynamic and innovative candidates for the position of LeadTalent Management Specialist (Administrator IV). The Lead Talent Management Specialist is responsible for developing and fostering a MDOT wide culture of continuous professional development and improvement. This role collaborates closely with TSO and Modal Administrations to implement programs that enhance employee knowledge, skills, and competencies, supporting career growth and organizational objectives. This role will support Talent Management and build key initiatives, including developing training and course curriculums on leadership skills, interpersonal skills, and technical skills. The Lead Talent Management Specialist will assess needs, design, and facilitate comprehensive programs that address identified gaps to improve employee performance and enable colleagues to develop and grow meaningful careers while supporting organizational goals and objectives. This position reports to the Talent Development Manager within the Office of Human Resources. Duties include but are not limited to: · Identify skill or knowledge gaps among employees and develop and deliver training content accordingly. · Apply adult learning theory to select appropriate training media and methodologies based on audience learning styles, course content, and desired outcomes. · Create, facilitate, and maintain course content, manuals, or other training materials in line with company branding standards, periodically reviewing testing material and staying updated on organizational development and training trends. · Design and produce engaging, interactive learning materials in various formats (print, graphics, audio, video, animation, multimedia) to accommodate different learning styles within the MDOT workforce and initiatives. · Identify, evaluate, and assign integrated computer-based human resources provider programs (e.g., Cornerstone On Demand, LMS) to offer web-based, online courses. · Assess the impact of training programs and knowledge retention. · Coordinate guest trainers or subject matter experts (SMEs) as needed. · Collaborate effectively with colleagues, stakeholders, and partners throughout MDOT, while also working independently to meet deadlines and achieve goals. · Perform other duties as assigned.

QUALIFICATIONS: |
MINIMUM QUALIFICATIONS: Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland. |
