NIRA Inc., a fast-growing women-owned small business headquartered in Washington, DC, is seeking a Lead Financial Analyst to head up a team supporting a major federal contract. The ideal candidate for this position has strong team-building skills and is able to work collaboratively to identify issues, generate creative solutions, and present recommendations to senior decision-makers. We are also looking for advanced analytical skills; a thorough practical understanding of financial and project management best practices; and the ability to collect and combine information from multiple sources to establish a comprehensive picture of the task at hand.
This is a full-time, hybrid position. Applicants understand that they will be required to work two (2) to three (3) days per week at either the client location or NIRA HQ, both in Washington, DC.
Core client delivery responsibilities in this role will include:
- Preparing/providing a complete range of cost analyses and cost management services including, but not limited to: program cost and price analysis; cost planning; budget development; detailed cost estimation through project planning and execution phases; and financial data capture/analysis in support of program manager decision-making
- Leading a team of financial analysts to deliver all budget formulation and budget execution documents on time and in accordance with all applicable content and quality metrics
- Independently preparing budget documents such as Resource Planning Documents (RPDs), Five Year Capital Investment Plan (CIP) write-ups, Capital Investment Team (CIT) briefings, and Project Level Agreements (PLAs)
- Preparing monthly and annual Office of Management and Budget (OMB) reports
- Working directly with government stakeholders to respond to data calls from client leadership and/or external agencies
- Soliciting and providing inputs for various briefings and data calls
Internal company responsibilities in this role may include:
- Administrative oversight of delivery team (reviewing/approving timecards and leave requests, managing team calendar, conducting performance evaluations)
- Supporting proposal efforts pertaining to contract delivery work
- Assisting with recruiting and on-boarding of new team members
Required Qualifications:
- Bachelor's degree or higher from an accredited institution
- Eligibility and willingness to obtain a Public Trust clearance
- Ability and willingness to work in-person in Washington, DC at least two (2) to three (3) days per week
- At least 15 years of relevant work experience (e.g., project management, financial management, budget development and tracking, etc.)
- At least 10 years of experience with federal government acquisition strategy, budget formulation and execution, contract evaluation, cost management, and/or contract management
- Knowledge of cost modeling approaches and tools; high-level proficiency with spreadsheets (Excel), databases (Access, SQL), reporting tools, and other cost estimation resources
- Detail-oriented with a demonstrated ability to organize and manage complex spend plans
- Ability to plan, coordinate, and prioritize assignments and workload both for self and for a team; execute tasking independently; and ensure team meets all applicable deadlines
- Excellent written and verbal communication skills
Additional Desired Qualifications:
- Experience with Federal Aviation Administration (FAA) budgetary processes and tools
- Experience building and/or managing a team to successfully meet customer requirement
