CDSS CASE MANAGEMENT - LEAD FAMILY SERVICES SPECIALIST
SUMMARY:
Crystal Stairs is seeking a Lead Family Services Specialist with some supervisory experience to assist the CDSS Case Management Manager and Supervisors in delivering the programs and services available to eligible families under the California subsidized child care programs. In this important role, you will determine eligibility and process enrollment and the initial certification of families qualified for subsidized childcare. You will also monitor cases for program compliance, as well as conduct quality assurance reviews of client records and assist supervisors in identifying work flows and processes for improvement and efficiency. All duties and responsibilities are performed in accordance with pertinent contractual obligations and meet Agency, state and federal program requirements.
RESPONSIBILITIES/ESSENTIAL FUNCTIONS:
- Determine eligibility, process family enrollment and complete the initial certification of families qualified for subsidized childcare within designated time frames.
- Monitor cases for program compliance and ensure documentation is accurate, appropriate and complete. Authorize families for childcare services according to agency policies within the established timelines.
- Conduct quality assurance reviews of client records.
- Assist Supervisor in the formatting, researching and reconciliation of exception reports.
- Assist Supervisor in identifying work flows and processes or any other areas for improvement, and help create solutions (e.g. improved processes, etc.) to gain efficiency and maximize quality of service.
- Research and document complaints and monitor solutions.
- Provide leadership role in special projects; organize activities and monitor progress.
- Provide back-up support to staff as needed and assist management in the area of staff development, improved workflow, team performance, team building, goal accomplishment, etc.
- Investigate and assist in the resolution of difficult and problem cases; handle Appeals and State Hearings.
- Help with the curriculum development for ongoing Program Staff Training as well as help train new and existing staff on new policies and procedures.
- Acts as a liaison between parents, providers, government agencies and CSI or between parents/providers and other internal departments within CSI (Claims, Provider Services, etc.)
- Assist in developing policies and procedures to meet state and federal program requirements by providing input.
- Review cases for discrepancies that may point to possible fraud.
- Participate in work groups, committees and ad hoc groups.
- Meet assigned specific performance standards for the respective unit and/or department. Perform other duties as assigned by Supervisor.
KNOWLEDGE, SKILLS AND ABILITIES YOU SHOULD POSSESS:
- Must have knowledge of County, State and Federal provider (parent) contract requirements for Alternative Payment and Child Care Subsidy Programs. Demonstrated proficiency with GEARS, etc.
- Must have excellent communication and customer relations skills. Requires analytical and problem solving abilities.
- Requires considerable accuracy and ability to produce in a timely manner.
- Must be flexible and able to multi-task while working in a collaborative, team environment with a positive attitude.
- Must possess strong leadership skills and must have ability to work with diverse groups and all levels of management.
Requirements
- Bachelor of Science/Arts degree from an accredited university or equivalent. Related work experience in case management/human services/client/vendor management/child development may be substituted for college degree.
- Experience working with families receiving subsidized childcare or other social support services. Previous supervisory experience preferred.
