Job Description:
At CoBank, our Product Managers lead, enable, and optimize CoBank's Customer and Associate experiences. This role ensures relevant capabilities are aligned with the company's overall goals and are meeting the needs of its users. This will be accomplished by providing leadership oversight for the governance and management of the Controls and Assurance product capability, including the strategic evolution to proactively maintain the bank's competitiveness in the marketplace. Provide leadership accountability for driving the adherence to the SAFe Agile framework and practices. Collaborate with leadership and the Lean Portfolio Management (LPM) team to develop a roadmap for the Controls and Assurance capability to achieve and support the bank's strategic priorities. Responsible for coordinating and leading related initiatives as required. Collaborates within the SAFe Agile framework to evaluate and build organizational trust in CoBank's data and systems, leveraging tools to enable future innovation and strategies. The Controls & Assurance Product Manager is accountable for the delivery, optimization, product performance monitoring and strategic direction of relevant and enterprise-wide capabilities. Ensures the roadmap is and remains aligned to CoBank's strategic direction. Oversees and delivers process standardization, documentation, optimization, automation, training, knowledge sharing, and scalability in alignment with the bank's strategies to: create efficiency in the control environment; enhance productivity and help ensure ongoing compliance with applicable regulations (i.e. ICFR, SOC 1, SOC 2, etc.)
Essential Functions:1. Actively works with Executive Leadership, Business Leaders, and the Lean Portfolio Management (LPM) team to define, implement, grow and drive the bank’s control environment to ensure it aligns with the organization's objectives and associate needs. Including, collaborating and establishing the desired future state experiences and capability roadmaps.
2. Aligns and assists controls and assurance activities to align with the bank’s Digital First movement, leveraging capabilities to drive towards the Digital First Blueprint and key strategic priorities. Manages planning and delivery of key themes, translating objectives through distribution of best-in-class experiences and tech capabilities.
3. Drives product objectives with business outcomes and success metrics, design thinking, associate feedback, product performance monitoring and competitive analysis. Leads collaboration across CoBank to evaluate, educate and promote the expectations, success criteria and key performance indicators (KPIs).
4. Builds product roadmap and reviews with VP Internal Controls & Operational Risk and Head of Product that outlines the product development lifecycle, milestones, timelines and is inclusive of all aspects of the control environment across the enterprise to ensure dependability, scalability and defensibility.
5. Ensures that the control environment is user-friendly, easy to execute, and meets associate needs and regulatory requirements. Collaborates with Executive Leadership to communicate desired future state across CoBank departments, functional and sub-process groups.
6. Identifies, tracks and manages the expectations and success criteria, through analyzing design and performance of the control environment using leading indicator metrics. Supplies metrics to LPM as feedback to influence the Portfolio roadmap.
7. Ensures stakeholder expectations and communication to ensure that the control environment meets business objectives and user needs.
8. In partnership with the LPM, manage the product development budget to ensure that resources are allocated effectively and efficiently. Collaborate with technology, operations, product teams, security and business partners to coordinate and manage activities maximizing impact and overall return on investment.
9. Approves & communicates when product Features and User Stories are ready to be released to end users.
10. Collaborates on the evaluation, prioritization and authorization of any requested changes and/or enhancements to the control environment and its associated processes defined through Epics. Works within SAFe Agile to decompose Epics prioritized through the LPM process, into Features and User Stories to be planned by Agile Release Trains. Identifies, defines, initiates, and implements organizational transitions and process improvement opportunities to realize the full capability and strategic objectives. Responsible for partnering with other Product Managers to prioritize the Features being considered for Planning Interval (PI) Planning on cadence.
11. Drives the optimization of supporting sub-processes to maximize the effectiveness and efficiency of the control environment. Modifies sub-process KPIs and operational activities as necessary.
12. Manages the Product roadmap, dashboards and reports, providing critical management tools for effective oversight. Leveraging Product roadmaps to consistently communicate out to Business leaders and on occasion executive stakeholders the product’s strategies, expectations, and achievements.
11. Collaborates across Product Managers to execute the Controls & Assurance roadmap leveraging the development teams and capabilities. Ensures company policies, procedures and productivity standards are met.
12. Responsible for understanding the market and farm credit’s niche regulatory landscape in order to maintain a strong control environment.
13. Ensures product compliance with bank policies and regulatory standards. Maintains expertise in strong control environment practices.
- Bachelor's Degree accounting, finance or related field required
- Master's Degree preferred
7 years of experience in designing, implementing and testing internal controls required
3 years of experience with Platform/Program /Product Management/ Consulting/driving customer/associate experience-centric strategy across channels and products required
1. Advanced knowledge of ICFR, SOC 1, COSO and internal control standards.
2. Knowledge of SOC 2 and GRC systems and standards
3. Experience with IT systems and controls, including how IT controls relate to business and operational processes.
4. Strong proficiency in identifying and evaluating complex business and technology risks, developing internal controls that mitigate risks, and identifying opportunities for improving processes and automated controls.
5. Extensive experience engaging with all three lines of defense to drive a strong, efficient and effective control environment.
6. SAFe POPM
7. Working knowledge of developing digital products and collaborating with designers and developers to create products meets the organization's objectives and expectation of the market and customer needs.
8. Experience in identifying and managing potential risks that may impact the success of the holistic digital product, including the technical health.
9. Experience working collaboratively with other product managers, researchers, architects/engineers, data analysts, and UX designers.
10. Advocates for solutions in CoBank’s best interest.
11. Able to self-serve using the current infrastructure and seek out data resources.

About CoBank:The typical base pay range for this role is between $115,745 - $160,943. Compensation may vary based on individual job-related knowledge, skills, expertise, and experience. This position is eligible for a discretionary annual incentive program driven by organization and individual performance.
