SUMMARY
The Director of Outpatient Services oversees clinical and administrative operations for outpatient substance use programs located in facilities in New York City and Long Island. Director of Outpatient Services is responsible for ensuring that all facilities under his/her supervision comply with Phoenix House policies and procedures as well as all regulatory and licensing requirements. This position collaborates closely with staff to address strategic and financial plans, new program development, and community and media relations, all with a strong bottom-line focus.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties and responsibilities may be assigned.
+ Assist in the management of the staff (ex. Counselors, CRPA’s, etc.) and budget.
+ Provide clinical and operation leadership to the managers and staff of Outpatient Services Clinics located throughout the New York City metro area, and Long Island.
+ Drive the execution of all budgeted programs to achieve bottom line results, as well as to develop contingency plans to address any shortfalls that develop during the budget year.
+ Translate key goals and strategic priorities into all areas of program development and implementation.
+ Develop a strong team approach in planning ways to achieve significant program growth.
+ Establish systems to accurately measure progress toward objectives/tasks and provide feedback on results.
+ Assist programs and administrative departments in reflecting strategic goals in their budgets.
+ Recruit, retain and motivate staff through leadership, goal setting, accountability, and performance feedback & coaching. Will provide the strategic leadership to gain commitment and mobilize others to achieve organizational goals.
+ Build internal monitoring and databases information collection systems that facilitate the retrieval and use of organizational and program information.
+ Participate in meetings, workshops and advisory groups with other drug and rehabilitation agencies and alliances.
+ Participate in community programs and media activities and speaking engagements.
+ Develop program literature and marketing initiatives to assure that the facilities and programs under his/her direction operate at optimum capacity.
+ Assists clinical staff in the development of treatment/recovery plans, ensuring that such plans address all facets of a patient's treatment -- mental health, substance abuse, education, and vocational rehabilitation.
+ Ensures that treatment operations meet clinical regulations.
+ Ensures that treatment operations comply with Medicaid and other reimbursement standards.
+ Responsible for overseeing and coordinating overall patient case management with applicable state and local social services agencies, legal referral sources and resources, school-based stakeholders, and community-based providers of services, as needed.
+ Reviews clinical documentation of staff; participates in or leads the clinical case review process; supports, monitors, and implements clinical and recovery support programming for all phases of treatment.
+ Will contribute to the development and education of the workforce by providing field instruction supervision, licensing hours supervision, and/or conducting staff training related to their specialty, clinical license and/or degree, on an as needed basis.

Qualifications
REQUIRED EDUCATION
+ Master’s degree in social work
LICENSES/CERTIFICATIONS
+ Licensed Clinical Social Worker (LCSW)
+ Independent license issued by NYS.
REQUIRED EXPERIENCE
+ 8 years of relevant experience with a demonstrated ability to achieve bottom line results and build strong teams.
+ Familiarity with regulations governing substance use disorder treatment services
WORK ENVIRONMENT
+ This job operates in an indoor office environment. This role routinely uses standard office equipment such as computers, phones, and photocopiers. Travel between programs is required.
