Job Summary
A Senior Engineer is responsible for developing solutions to complex problems which require the regular use of ingenuity and creativity. Analyzes scope of project and determines engineering requirements, establishes criteria, develops economic and feasibility studies, and evaluates engineering design and procedure. Provides counsel and assistance in technical matters to engineers, technicians, and supervisory personnel. Directs and coordinates team or task force effort toward the solution of project development and design. May indirectly supervise the activities of professional and nonprofessional personnel.
CITGO's Staff Technical Engineer plays a key role in maintaining the safe and reliable operation of refinery rotating equipment by identifying methods to make technically-sound repairs in a cost-effective and efficient manner. This position requires the ability to be self-motivated and driven to utilize high-level analytical skills and apply advanced engineering principles, theories, concepts, and techniques when providing solutions to a variety of rotating equipment issues that develop during operation, maintenance repairs, and/or turnarounds/outages.
Minimum Qualifications
- Bachelor of Science in engineering (Mechanical Engineering preferred)
- Eight years of job-related experience
- SAP, word processing, spread sheet, database, presentation, familiarity with the internet
- Advanced level of familiarity with engineering practices and industry standards and specifications related to engineering
- Ability to manage assigned projects under limited supervision
- Valid Driver's License
- Ability to obtain a Transportation Worker's Identification Credential (TWIC)
Job Duties
- Provide engineering expertise to properly direct engineering and team efforts to provide a safe design in compliance with company policies, safety rules, and regulatory codes, and practices. Build safety into all projects.
- Develop scope for projects that make significant long-term changes that add to the refinery bottom line long-term. These may be capital or non-capital modifications that will be defined, scoped, and most importantly, implemented in the field.
- Monitor and control project costs. Senior engineers will often hire outside contractors for specific projects and tasks. They should ensure proper selection, well-defined work scopes, clear deliverable objectives, and a project timetable. The senior engineer must ensure timely completion and quality work all within budget.
- Serve in the role of trainer and centers of excellence to keep CITGO abreast of technology changes and incorporate those changes within the system. This can involve working within one's area of expertise, but also outside of one's area of expertise to share those benefits with others.
- Mentor and train new engineers and others within your work group whether as their supervisor or just as an experienced individual sharing information for others to benefit
- Complete special assignments and outside projects unrelated to your area, but necessary for CITGO to meet business needs as assigned by your supervisor

Job Duties II
As a Staff Technical Engineer, primary responsibilities will include making progress improvements on overall rotating equipment, mechanical integrity/reliability programs and initiatives, which includes:
- Performing specialized rotating equipment analyses including equipment re-rates, troubleshooting complex machinery issues, and designing equipment or components
- Managing and developing rotating equipment related mechanical specifications, reliability programs, initiatives, special projects, or technical documents
- Acting as a technical mentor to rotating equipment engineering staff and periodically providing training on technical topics
- Developing complex rotating equipment capital projects including original initiation of work, technical evaluation of options, justifications, economic estimates, AFE document developmental support, detail engineering and design support, and technical support to the Capital Department throughout project
- Providing technical support and/or direction for the assessment and repairs of rotating equipment during planned or unplanned outages in order to ensure mechanical integrity
- Assessing machinery health by utilizing oil analysis and vibration analysis techniques. Proficient in both vibration data collection and vibration data analysis utilizing AMS software.
- Monitoring equipment and troubleshooting issues using process data in PI Process Book
- Performing root cause failure analysis and leading incident investigation teams
Hourly employees must be qualified as a temporary supervisor according to the Supervisor Development Process (OSDP, MSDP, or LSDP) and meet minimum qualifications listed above
