Knowledge Manager with Security Clearance - Prescient Edge

About the Job
Prescient Edge is seeking a Knowledge Manager to support a Federal government client.
As a Knowledge Manager, you will:
• Provide recommendations for the development of Knowledge Management (KM) systems and offer results by designing, seeking approval for, and implementing SharePoint process improvement solutions
• Produce, for Government review and approval, KM SOPs in accordance with U.S.
Army FM 6-01.1, which shall guide KM efforts within the organization and shall put the KM structure, practices, and governance model into place
• Provide position papers containing analysis that provide assessments regarding the effectiveness of current organizational SOPs and processes as discussed in the KM Working Group (KMWG)
• Facilitate the KMWG using a variety of techniques and tools to enable that collaboration to occur, including disseminating information received to individuals or to the entire working group, prompting working group members to participate and provide specific items to the discussion
• Publish minutes to the SharePoint KM portal site, disseminate minutes via email to designated Government personnel from the KMWG, and provide recommendations for the follow-on KMWG
• Provide surveys, interviews, and the results of each KMWG that enable methods of sharing knowledge both within and outside of the organization as well as vertically and laterally
• Participate in meetings to ensure requirements and design concepts are accomplished through the creation of governance and maintenance plans, custom workflows and site themes, SharePoint content management with Microsoft Office applications, and the transfer of content from shared drives and other repositories to SharePoint
• Implement the KM practice by leveraging SharePoint as enabling technology when applicable
• Provide formats and recommendations in the management and use of SharePoint from any prioritized KMWG recommendations which facilitate knowledge sharing
• Provide status updates to the client including actual versus planned task progress made, schedule status, surveys and interviews conducted, meetings attended, issues, and recommendations as well as identify planned versus actual tasks completed within the previous week in these status updates
• Provide CI Operations Trends and Strategic Communications support, which involves the review of operations files, exchange of analyses, conduct of operational data queries, collating and organizing of the data of operational activity to include dossiers on over 1,500 operations, and articulation of operational leads, gaps, vulnerabilities, and trends Benefits At Prescient Edge, we believe that acting with integrity and serving our employees is the key to everyone's success.

• Active TS/SCI security clearance
• Security Plus certification or willingness to obtain the Security Plus certification within 6 months of hire date
• Completed a Site Collection Administration training course equivalent to Microsoft MS55033
• Minimum of 5 years of intelligence analysis experience
• Possess knowledge and experience in SharePoint 2010/2013, SharePoint Designer 2010/2013, Java, VISIO, KML, and visualization tools
• Possess knowledge and experience in understanding collaborative environments, records management, and metadata
• Possess knowledge and experience in understanding Intelligence Community analyst tools, including SharePoint and visualization tools
• Knowledge of Army structure and defense level intelligence operations
• Strong oral and written communication
• Ability to clearly express oneself verbally
• Ability to write in a clear, concise manner
• Ability to work independently or as part of a team
• Demonstrated working knowledge of the concepts involved in the specific functions outlined in the specified labor category description
• Knowledgeable of and demonstrates ability to apply Intelligence Community (IC) and DoD classification guidelines and procedures
• Demonstrated ability to work semi-independently with oversight and direction
• Demonstrated ability to use logic when evaluating and synthesizing multiple sources of information
• Demonstrated understanding of interpreting analysis to include, but not limited to, its meaning, importance, and implications
• Demonstrated ability to defend analytic judgements with sound, logical conclusions and adapt analytic judgments when presented with new information, evolving conditions, or unexpected developments
• Demonstrated ability to produce timely, logical, and concise analytic reports, documents, assessments, studies, and briefing materials in formats including Microsoft Office tools (e.g.
Excel, Word, PowerPoint, etc.), electronic/soft copy matrices, and/or web-enabled formats
• Demonstrated ability to communicate complex issues clearly in a concise and organized manner, both verbally and non-verbally, with strong grammar skills
• Demonstrated proficiency using Microsoft Office tools
• Demonstrated ability to develop structured research including, but not limited to, obtaining, evaluating, organizing, and maintaining information within security and data protocols
• Demonstrated ability to recognize nuances and resolve contradictions and inconsistencies in information
• Demonstrated working knowledge using complex analytic methodologies, such as structured analytic techniques or alternative approaches, to examine biases, assumptions, and theories to eliminate uncertainty, strengthen analytic arguments, and mitigate surprise.
Structured analytic techniques include, but are not limited to, analysis of competing hypotheses, devil's advocacy, high-impact/ low-impact analysis, red team analysis and alternative futures analysis
• Demonstrated understanding of intelligence collection capabilities and limitations, to include but not limited to, technical sensors/platforms and human intelligence sources related to the position
