Description:Markon is seeking a Knowledge Manager to support our Intelligence Customer.
Responsibilities:- Develop, manage, update, and maintain KM systems (e.g., SharePoint sites, databases, and internal websites) that can serve as repositories for storing, sharing, and utilizing data.
- Assist the Government by advising how best to utilize KM tools.
- Use KM tools to enhance information sharing of analysis, assessments, legislative materials, policies, strategies, budget materials, IT information, and other relevant documents.
- Train system users, which may include IC partners, providing user guides as needed.
- Integrate information with other databases, as required. When possible, the candidate shall utilize automated tools and visualizations to facilitate users’ access and ability to analyze information holdings.
- Employ specific tools for unique office needs, as required, which may include interoperability with or ability to share information with other IC or state and local partners.
- Create and maintain virtual communities of interest to enable ODNI and its partners to collaborate, store, search, and discover information; share lessons learned and best practices; and report and track metrics to assess progress against various programs, policies, and strategies.
- Develop simulations and exercises to test database readiness and communication channels.
- Continuously identify opportunities to improve exchanges of information across systems as well as the Government and private sectors.
- Maintain and update an ODNI-wide repository for instructions, Internal Process Documents (IPDs), and policy memorandum.
- Build data repositories for a variety of mission needs that easily and automatically generate a variety of visualizations to support analysis, reporting, and briefings.
- BA/BS and 3+ years of experience or no degree and 9+ years of experience.
- Requires a TS/SCI with Polygraph level clearance
- Experience with Knowledge Management processes and methodologies to include organizational studies and evaluations, system design and procedures, work simplification and measurement studies
- Working knowledge of quality control/testing to provide feedback on the functioning of web features in displaying content.
- Experience with Programming Languages: HTML, CSS, JavaScript, jQuery
- Requires knowledge of Confluence to develop, create and populate collaboration pages and sites
Desired Requirements
- Some experience with Content Management Systems: Joomla, WordPress, SharePoint
- Some experience with the following Software: Adobe Acrobat, Adobe Photoshop, Adobe Illustrator, Adobe Dreamweaver (or another web development tool)
