About the Job
The Riverside County Department of Waste Resources has an opportunity for a Junior Engineer in Moreno Valley. The position will report to the Engineering Project Manager in charge of Environmental Engineering for the Department of Waste Resources landfill sites.
The incumbent will perform duties involving environmental permitting, environmental monitoring, and multi-media remediation (primarily landfill gas and groundwater), prepare regulatory compliance reports and participate in long-term development planning of monitoring and remediation systems.
Additionally, the Junior Engineer will be expected to be a part of a team of engineers that resolves difficult engineering and administrative problems in connection with the design, operation and maintenance of landfill remediation systems, as well as preparing plans and specifications necessary for capital improvement projects.
Other duties of the Junior Engineer will be to analyze and interpret field monitoring data through the use of statistical analysis and other appropriate methods and to provide technical information to officials of other governmental jurisdictions, Regulatory Agencies, other engineers and the public.
Candidates that have prior experience working with or for Regulatory Agencies, professional consultants, and contractors are highly desired.
The Junior Engineer is a natural progression underfill for the Assistant Engineer. Incumbents are eligible to promote to Assistant Engineer upon successful completion of their probationary period, which would include a satisfactory performance evaluation and any additional qualification requirements.
The schedule for this position will be 4/10.

The Department of Waste Resources serves the County's solid waste disposal needs by providing for efficient and effective landfilling of County non-hazardous waste, protecting the environment, and promoting recycling in order to ensure a safe and healthy community for current and future generations.
EXAMPLES OF ESSENTIAL DUTIES
• Under direction, resolve difficult engineering and administrative problems in connection with directing the work involved in the planning, design and construction of highways, sanitary landfills, flood control and drainage structures, or review and approval of structural or grading plans.
• Participate in the activities of a group of office engineering personnel in analyzing field data and preparing plans, profiles, maps, and related drawings necessary for construction work and regulatory compliance.
• Under direction, review stress analyses of structures such as bridges and hydraulic structures; perform structural engineering analysis of proposed commercial, industrial and complex buildings and structures.
• Under direction, review grading, building and structure plans for conformity to uniform building codes, local ordinances, state regulations, and administrative policies.
• Under direction, prepare plans, specifications and related contract documents to be used in advertising construction projects for bids.
• Provide construction management of construction project to confirm compliance with contract documents.
•Maintenance of the necessary records pertaining to survey and construction progress, job expenditures, budget programs, and work order balances; supervise the preparation of requests for change orders.
•Prepare progress pay and final estimates on contracts.
• Provide technical information to officials of other governmental jurisdictions, other engineers and the public.
MINIMUM QUALIFICATIONS
OPTION I
Education: Graduation from an accredited college or university with a bachelor's degree in an engineering field. (Possession of a valid certificate as an Engineer-in-Training issued by the California State Board of Registration for Professional Engineers may substitute for the required education.)
OPTION II
Education: Graduation from an accredited college or university with a bachelor's degree in an engineering field or possession of a valid certificate as an Engineer-in-Training issued by the California State Board of Registration for Professional Engineers within six (6) months of hire.
Experience: Current employment with Riverside County as an Engineering Student Intern or completion of an engineering internship with Riverside County.
ALL OPTIONS
Knowledge of: The principles of physics and mathematics used in engineering and of their application to engineering problems; topographic and construction surveying, stress analysis, analytical mechanics, and strength of materials; engineering economics and real property descriptions.
Ability to: Prepare the less complex public works designs and make accurate drawings and maps; make accurate computations; reduce field notes and make quantity estimates; prepare reports; maintain effective working relationships with others; use and maintain engineering and technical equipment relating to materials testing and air and water pollution control and abatement.
Physical Requirements:To lift, push pull, carry up to 25 pounds.
License Requirements:A valid California License is required.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
