Swingtech is seeking a Jr. Financial Operations Specialist (Budget Analyst) with a strong background in financial analysis and budget management to support key operational activities. This role involves preparing detailed financial reports, analyzing budget performance, and collaborating with program managers to provide executive-level financial insights and recommendations. Responsibilities & other details are listed below:
RESPONSIBILITIES:
- Develop and present comprehensive financial performance reports, including obligation rates, unliquidated obligations (ULOs), and funds at risk.
- Establish and manage a standardized process for monitoring ULO balances, comparing performance over the last 12 months, and identifying key metrics.
- Collect, organize, and analyze financial data to generate reports, presentations, and forecasts. Present data insights using graphs, charts, and other visualizations.
- Ensure compliance with federal financial regulations and recommend improvements for financial management processes.
- Work closely with team leads, senior analysts, and program managers to provide financial advisory services, resolve issues, and present recommendations for efficient use of resources.
ELIGIBILITY & QUALIFICATIONS:
- Minimum of 2 years of financial analysis experience, including experience with budget tracking, data analysis, and financial reporting.
- Proficiency in Microsoft Excel, financial management software, and systems such as the Global Financial Management System (GFMS).
- Strong ability to analyze large datasets, monitor financial trends, and provide actionable insights.
- Excellent written and verbal communication skills, with the ability to present complex data clearly to senior stakeholders.
- Knowledge of federal appropriations law and financial management systems.
- Certified Public Accountant (CPA) or Certified Government Financial Manager (CGFM) certification is a plus.
- Must possess an active Secret clearance.
