POSITION: SENIOR CONTRACTS MANAGER
BACKGROUND:
Company has been providing product-based IT service solutions to Federal, military, and commercial customers since our inception in 1996. These solutions center on a wide range of hardware from end user devices, to rugged mobile computers for field operations, and networking, compute, and storage equipment for integration into military platforms. Over the years, Company built up a substantial integration, manufacturing, quality, and logistics infrastructure. At the same time, we also developed and refined robust business practices to compete effectively in the markets that we focus on; e.g., Federal civilian agencies, all three branches of the military, the Federal, System Integrator community serving them, and private enterprises.
We recently moved into a new, state of the art 108,000 square foot facility in Innovation Park @ Prince William, Manassas, Virginia. This facility magnifies the strengths that we have gathered over the years to position us well for future growth and diversification which have been defined in our Go To Market strategy. This strategy centers on IT product-based services formulated into a number of solutions targeted at different addressable markets and charts our development trajectory for the next five years.
We are now seeking a highly capable and enthusiastic individual to fill the position of Senior Contracts Manager (SCM). The selected individual will manage a portfolio of existing contracts plus new ones of different nature and complexity that the foregoing strategy is expected to generate.
POSITION DESCRIPTION:
The individual appointed to this position will work with both external and internal parties to develop, document, execute, and manage all legally binding agreements for the company including NDAs, MOUs, contracts, sub-contracts, teaming agreements, certification statements, etc. The person will make sure all stakeholders in the company are aware of the obligations, responsibilities, and commitments Company makes to external parties and vice versa. Managing the entire lifecycle of each contract from signing to final disposition, especially those requiring the delivery of products and services over periods of performance, is also the responsibility of the SCM. Such activities will include price changes, terms and conditions revisions, products and services substitutions, etc. For large contracts managed by our Program Management teams, the SCM will serve as the Contracts Manager on the team.
DUTIES/RESPONSIBILITIES:
CONTRACT MANAGEMENT
• Issue, receive, review, edit/modify, negotiate, accept, manage, archive, and dispose of NDAs, MOUs, Teaming Agreements, Contracts, and Sub-contracts to facilitate Company business transactions with OEMs, partners, and customers
• Manage contracts including preparing and submitting technical refresh or substitution proposals, exercising options, compilation and submission of contract reports, attending meetings & conferences, managing Company’ compliance with contract requirements, etc.
• Negotiate contract pricing and terms & conditions with OEMs, partners, and customers with assistance from product managers and pricing team
• Manage modification efforts for Company contracts including GWACs such as SEWP and GSA and a number of single- and multiple-award ID/IQs, BPAs, and DOWOs. Such efforts include developing and processing Company-initiated and customer-directed modification proposals to effect price changes, terms and conditions modifications, product substitutions, etc.
• Ensure accuracy and submission of industrial funding fees Company is required to pay for sales under certain GWAC contracts such as GSA, SEWP, etc.
• Serve as the Company audit coordinator to respond to Government agencies seeking to verify and validate sales & performance data, industrial funding fees, contractual compliance metrics, etc.
• Work with, assist, and provide performance data to partners of certain socio-economic Federal reseller partners for them to maintain and manage their prime contracts with the government
• Serve as the “go to” person for FAR/DFAR, how to interpret them, and how best to use them to protect and promote Company’ interest
• Serve as the Contract Manager on Program Management teams, maintaining relationship with customers and other stakeholders, ensuring Company’ fulfillment of our obligations, and positioning the company for the future competition
• Prepare and issue instructions to different functional groups in the company to advise them of Company contractual obligations as necessary and warranted
PROPOSAL MANAGMENT
• Support the proposal development team by analyzing and providing findings on contractual matters, including contract execution methodologies, business management, FAR/DFARS, regulatory compliance, and related areas
• Develop and contribute responses to Company proposals based on foregoing analysis
QUALIFICATIONS/EXPERIENCE:
• 8-12 years of experience in Federal contract management, with at least 3-5 years in a senior role
• Keen understanding of FAR & DFAR and appreciation for their requirements on and relevance to Federal contracts. Must be able to navigate these two bodies of regulations to research issues in depth. Preference for CFCM certification
• Intimately familiar with numerous Federal GWAC vehicles such as GSA, SEWP, NIH-CIO, etc. in terms of the FAR undergirding them, how they are managed, how end customers rely on them for the acquisition of IT products and services, and how competitions among contract holders are conducted, etc.
• Extensive experience in developing and submitting proposals and obtaining approvals for different types of changes under GSA, SEWP, NIH-CIO, ADMC, CCS, etc. such as products and services substitutions, price changes, terms and conditions modifications, etc.
• Experience in advocating for and relying on socio-economic preferences and selections of NAICS codes by Federal agencies to advance the interest of Company and our partners
• Familiar with contract management practices by Federal System Integrators including the flow-downs of requirements from their prime contracts with the Government
• Strong written and verbal skills to liaise with government contracting officers, legal teams, and internal stakeholders
• Ability to mentor junior contract staff and lead cross-functional teams
• Capacity to align contract strategies with broader business development and capture planning
• Understanding of CMMC (Cybersecurity Maturity Model Certification) requirements for DoD contracts
• Experience handling IT commodity purchases and custom IT solutions, ensuring compliance with TAA (Trade Agreements Act) (Preferred)
• Skilled at Excel or some other tools to amalgamate, analyze, and utilize data for relevant business purposes
• Proficient with MS Outlook, Word, PowerPoint and various U.S. Government contract portals
• Must possess a self-starter, entrepreneurial, “can do”, and energetic personality
• Keen sense of situational awareness in perceiving the various internal and external factors such as human relationships & resources, budgetary constraints, information resources, unrealistic timelines, etc. that might impact Company’ contractual performance or compliance
• A general understanding of the marketplace for computer & peripheral products and services, its OEM and integrator/reseller landscape, and overall competitiveness
