This position ensures the IT function at MyMichigan Health is purchasing effective tools and products, ensures contract terms align with the interests and values of MyMichigan Health, and that we receive everything within our contracts. Additionally, this position tracks spend and purchases to ensure it is consistent with our agreements. Finally, this position will be responsible for tracking and maintaining the IT budget and spend against that budget.
Responsibilities:(25%)* Works with IT leaders to determine technology needs. Generates detailed requirements documents for submission to vendors. Assists other team members in following the purchasing process. Tracks all open software, service, hardware, and technology contracts in IT to ensure adequate time for renegotiation or replacement. Follows organization policies for selecting system standard software, services, and equipment. Support competitive pricing by following purchasing process and timely submissions of RFPs and renewals.
(25%)* Reviews vendor contracts to ensure they meet organization requirements for contracting, that their terms are favorable to MyMichigan Health, that the service meets the requirements and expectations of the purchasing stakeholders, and that contracts follow all the policies of MyMichigan Health include risk, regulatory, and compliance concerns. Performs periodic contract and vendor performance reviews to ensure delivered services continue to meet contract terms. Evaluates vendor submissions to ensure proposals meet user generated requirements. Facilitates conversations with stakeholders to ensure they feel their needs are met by the submissions.
(10%)* Researches discrepancies in invoicing, payments, and other contract components.
(10%)* Analyzes spend patterns to identify opportunities for cost-savings and contract adjustments. Monitors vendor compliance with key terms. Facilitates other vendor engagement activities such as compliance and regulatory reviews and risk assessments.
(10%)* Maintain and manage effective vendor relationships.
(5%)* Stays up-to-date with industry best practice and market trends in IT services and IT purchasing. Provide insight into opportunities for competitive vendor pricing, best practices for effective execution of the vendor management function, and risks posed to the organization by contracted vendors.
(10%)* Responsible for developing, tracking, managing, and reporting on the IT budget. Track spend against IT budget to ensure all IT spending is in-line with estimates. Facilitate the annual budgeting process in IT. Facilitate continuous development of the three (3) year IT capital plan.
(5%)* Enter requisitions for new purchases in the organization procurement system and ensure they are adequately accounted for in the budget and aligned with contract rates and terms.

Required Education:BACHELORS DEGREE
Masters Degree in Business Administration, Healthcare Administration (or equivalent) and three (3) or more years of experience in a healthcare or IT function including responsibilities for contract negotiation, purchasing, or analysis preferred.
Other Information:
EXPERIENCE, TRAINING AND SKILLS:
Five years experience in contract or vendor management, purchasing, IT services, or similar.
Strong understanding of IT services, tools, and software from a procurement/business standpoint.
Demonstrated experience in contract review, negotiation, and vendor relationship management.
Strong analytical skills and a data-driven approach to decision-making.
Excellent communication, negotiation, and organizational skills.
Knowledge of compliance, risk management, and service-level agreements (SLAs).
Negotiating skills including conflict management and high-stress situations.
Extremely well organized with established systems and processes for managing tasks and work products.
Personal computer skills including but not limited to Microsoft Office Suite, strong Excel and other analytical system skills.

PHYSICAL/MENTAL REQUIREMENTS AND TYPICAL WORKING CONDITIONS:
Exposure to stressful situations, including those involving public contact, as well as, trauma, grief and death.
Able to wear personal protective equipment that includes latex materials or appropriate substitute if required for your position.
Is able to move freely about facility with or without an assisted device and must be able to perform the functions of the job as outlined in the job description.
Overall vision and hearing is necessary with or without assisted device(s).
Frequently required to sit/stand/walk for long periods of time. May require frequent postural changes such as stooping, kneeling or crouching.
Some exposure to blood borne pathogens and other potentially infectious material. Must follow MyMichigan Health bloodborne pathogen and TB testing as required.
Ability to handle multiple tasks, get along with others, work independently, regular and predictable attendance and ability to stay awake.
Overall dexterity is required including handling, reaching, grasping, fingering and feeling. May require repetition of these movements on a regular to frequent basis.
Physical Demand Level: Sedentary. Must be able to occasionally (0-33% of the workday) lift or carry 0-10 lbs.
