Background
Loch Harbour Group is seeking an IT Subject Matter Expert/Senior Technical Analyst to assist the U.S. Department of Housing and Urban Development (HUD) Office of the Chief Information Officer (OCIO). The HUD OCIO is responsible for enabling the creation and sharing of business information in support of the HUD mission. The branch manages the HUD portfolio of information and information technologies (IT) to ensure HUD’s IT investments generate business value while mitigating risks.
HUD’s EA and IV&V Support Services has a requirement to create integrated, unified, and comprehensive enterprise architecture program and associated management processes (e.g., architecture governance, communications, toolset management, integration with other planning offices, etc.). In maturing the EA Support Services, HUD’s approach of Architect, Invest and Implement will be used to ensure mission performance within the HUD business areas including the effective and efficient alignment of HUD’s information technology (IT) resources with its strategic business objectives.
The EA Support Services support will integrate elements of strategy, planning, and engineering to provide HUD OCIO with a holistic view of the HUD IT portfolio – through a variety of lenses (e.g., acquisition, project management, technology, and cybersecurity).
Job Duties
Provide technical and administrative direction for problem definition, analysis, requirements development and implementation for extremely complex systems in the EA subject matter area based on the requirements.
Make recommendations and advise on organization or enterprise-wide system improvements, requirements, systems design, optimization, or sustainment efforts in one or more specialized areas of EA based on the requirements.
Support the Project Manager to develop and execute the IV & V plan and execute all activities required to verify and validate the technical solutions and schedules.
Possess strong verbal and written analytic skills and work well independently, while leading and/or contributing to a team of experts.
Evaluate and recommend security improvements and system upgrades.
Develop, Review, and Monitor policies for the use of network resources.
Ability to create network diagrams and documentation for design and planning network communication systems.

Minimum Position Requirements
Bachelor's degree in the IT Computer Software field or similar discipline with 10 years of relevant experience or Master's degree (same discipline) with 4 years relevant experience
- Ability to obtain a Public Trust Level 5
- General network knowledge of switches and routers, VOIP, network connectivity to Cloud vendors, IPv6, ability to produce network diagrams
- Understanding of hardware (desktops, laptops, servers), software and monitoring tools
- Familiarity with Cisco gear and Microsoft Visio a plus
- Knowledge of application transport and network infrastructure protocols.
- Experience with firewalls, Internet VPN’s remote implementation, troubleshooting, and problem resolution.
- Knowledge with Federal government telecommunications contract vehicles such as the Network and/or Enterprise Infrastructure Solutions (EIS)
- Interactions with AT&T at a corporate/Agency level are preferred
- Ability to analyze network performance data is required
- Strong enhanced writing, reporting, and interpersonal skills
- Security skills include experience with CIRT (Cyber Incident Response Team) processes. Ability to analyze security performance data. Should have one or more of the following security certifications:
- CompTIA Security+ (SYO-601)
- Certified Ethical Hacker (CEHv11)
- Certified Information Systems Security Professional (CISSP)
