Virginia State Police (VSP) is looking for a Purchasing Analyst to performInformation Technology (IT) and other types of procurements who has 2+years ofIT procurement experience. The incumbent will develop and execute IT sourcingstrategies for services and goods; identify solutions to IT procurement businessproblems and facilitate the process of evaluating, negotiating, and selecting ITsolutions that provide the best valuein accordance with the Commonwealth ofVirginia, VITA and VSP policies and requirements.. This is an expert-levelprofessional purchasing position. Candidates for this position should haveconsiderable knowledge of state procurement policies for the purchase ofInformation Technology and Non-Information Technology goods and services; skillsin operating computers and using MS Office (Word, Excel, PowerPoint) and the useof the state’s eVA procurement system; demonstrated ability to interpret andapply state procurement regulations, policies and procedures; ability to plan,organize and manage multiple projects simultaneously; strong communicationskills, orally and in writing, in English; excellent organization skillsincluding the ability to maintain procurement files, contract files and relatedrecords; ability to work independently, managing own time and work. Candidatesshould have experience in developing Request for Proposals (RFPs), Invitationfor Bids (IFBs), and other contractual documents, conducting vendornegotiations, and administrating contracts. Candidates should have demonstratedexperience researching techniques for obtaining complex/technical goods andservices, analyzing data, and developing reports; procuring complex high valueprocurements with an emphasis on Information Technology (IT) procurements; andadvising procurement requesters regarding procurement processes,responsibilities, issues, and matters. Candidates should highlight procurementexperience and certifications. For example, experience with public procurement,contracting laws and state regulations; experience with complex requirements andtechnology related procurements, service contracts, business writing, and fiscalprocedures; certification as a Virginia Contracting Officer (VCO); certificationas a Certified Public Purchasing Officer (CPPO), and/or Certified ProfessionalPublic Buyer (CPPB); experience in the procurement of wide variety of goods andservices within state government. The incumbent must work full-time onsite atVSP headquarters, North Chesterfield, with the potential of partial telework inthe future
