IT Specialist (Applications Software) - National Oceanic and Atmospheric Administration

Summary This position is located within the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Greater Atlantic Regional Fisheries Office (GARFO) with (1) vacancy located in Gloucester, MA. Responsibilities As an IT Specialist (Applications Software), you will perform the following duties: Serve as a web and mobile app software developer supporting fisheries management within the region that securely collects, stores, and distributes fisheries management data. Take the technical lead on projects which require software development and provide advice and guidance on a wide range and variety of complex IT issues. Test and optimize the functionality of software and data to identify and define business or technical requirements applied to the design, development, implementation, management, and support of software. Perform application programming with an understanding of web technologies, software stacks, programming languages, and object-oriented programming concepts including design, development, testing, debugging, and maintaining secure software applications which meet technical, functional, and regulatory requirements. Ensure that applications comply with security mandates and regulatory requirements, are consistent with the current and planned infrastructure and data environments, and are written using industry best practices and best available technology, especially in the area of security. Requirements Conditions of Employment This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZP-3 is equivalent to the GS-11/12. To qualify for the ZP-3 or GS-11: Applicants may qualify for this position through meeting either the requirements under Education or Specialized Experience. Specialized Experience: You must have one year of specialized experience equivalent to the ZP-2 or GS-9 grade level in the federal service. Specialized experience must include all of the following: Writing original object-oriented code in PHP version 7 or higher; Developing database driven software utilizing an API; and Writing PL/SQL and PHP code as part of a web-based application or API. -OR- Education Substitution: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral in one of the following areas: computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Note: All academic degrees and coursework must be from accredited or pre-accredited institutions. Attach a copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit. Education College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., Bio 101, Math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume.
