Position Summary: Drive project management, coding and security standards throughout each project’s lifecycle while managing deliverables, timelines, stakeholders’ coordination, and risks. This position on our prime contract is primarily a remote role, with occasional on-site work/meetings at the Federal client location in Baltimore, MD as needed. Due to government contract requirements, we are seeking candidates who are United States Citizens or Permanent Residents, with active PMP or PgMP certification, in driving distance to Baltimore, MD (for monthly meetings) and who can work on our W2 (salary + benefits package). No 1099 or Corp to Corp inquiries will be entertained.

Responsibilities:
- Utilizing expert-level knowledge and understanding of AI/ML, RPA (UiPath), Python; support project teams in the best use of technology including best practices, risk mitigation, and issue resolution; work with the Developers to assess the impact of any/all changes to the platform providing recommendations to management on how to make the best use of the changes and educating Agency staff; as well as analyze new project requests including gathering information from the customer, working with the Developers on options then recommending a solution including alternatives to management
- Directly responsible for meeting with client executive teams to report on the health of the program, which includes providing recommendations on various related subjects.
- Coordinate with company leadership on the Program’s progress on a weekly basis. Must be able to take client feedback and do course correction as needed for the success of the program.
- Support efforts in identifying strengths and areas for process improvement at the project level, establishing links between business strategies and improvement initiatives, and proposing a new business model with supporting metrics and targets that provide data for process improvement measurement, identifying indicators for future improvement opportunities.
- Identify, document, and support efforts in identifying solutions to address customer issues.
- Assemble and coordinate project team members, assigning individual responsibilities.
- Create RACI charts (responsible, accountable, consulted, and informed).
- Provide coaching and guidance to project leads/task leads as directed. This includes but is not limited to mentoring sessions, communicating job expectations, peer review of deliverables, performance monitoring, enforcing policies, procedures, and standards, and providing feedback on the assigned Program Manager's performance to management.
- Support a Business Analyst/Scrum Master with requirements gathering, including but not limited to facilitating requirements elicitation session(s) with stakeholders, comprehending basic to complex business issues, depicting complex information graphicly where appropriate, translating business needs into understandable, documented requirements.
- Develop project plans, goals, identifying resources and assigning the tasks.
- Develop and maintain documents such as the project charter, requirements document, risk register, issue log, monthly status reports, as well as meeting agendas & minutes.
- Coordinate and facilitate all requirements and testing sessions, stakeholder meetings, external partner meetings, technical meetings, and training business users.
- Organize and manage in tandem with Workstream Leads all project phases to ensure on-time completion.
- Work with assigned development resources or vendor resources to develop estimates and ensure the system is developed or configured promptly. Facilitate the change management process.
- Lead the planning and execution of the implementation, including but not limited to system testing, system documentation, training materials, training sessions, and lessons learned.
- Support key business processes using appropriate process improvement and project management methodologies and tools.
- Bring innovative ideas for executing IT projects in technologies like ServiceNow, RPA, AI/ML, etc.
- Survey and analyze best practices for techniques and processes; make recommendations; lead initiatives as directed.
- Perform other related duties as required.
Required:
- PMP or PgMP Certification from Project Management Institute (PMI).
- United States Citizen or Permanent Resident with ability to obtain and maintain a Public Trust clearance. Must be able to attend monthly in-person meetings at the client location in Baltimore, MD and occasional ad-hoc meetings should the need arise.
- Must have experience in managing projects with Emerging technologies (RPA, AI/ML, DevSecOps, Cloud, etc.)
- Must have Agile and Waterfall project management experience on a software development project supporting a US Federal Government agency. (HHS experience is a plus)
- Demonstrated experience with custom application development, configuration, and release management.
- Experience in managing project management tasks using ServiceNow, Microsoft Project, PowerPoint, Excel.
- In addition to RPA, AI/ML project management experience, must also have experience in managing projects with one or more of these technologies: ServiceNow, IT Infrastructure, SharePoint development, Digital Transformation, Human Centered Design (HCD), Oracle EBS, DevSecOps, for enterprise applications.
- Must be proactive and have skills in identifying risks/issues in various work streams and work with project/task leads and stakeholders and resolve the issues proactively.
- Must have experience coordinating with 40+ people that includes multiple stakeholders, multiple project/task leads, and team members.
- Ability to provide technical and management guidance to the project/task leads.
- Strong technical documentation skills.
- Have excellent verbal and written communication skills emphasizing oral presentation skills. Be able to communicate professionally. Must be able to follow and understand instructions and react professionally in all work situations.
- Must have strong interpersonal skills and be mentally adaptable and flexible in dealing with people at various levels within project and management.
- Must have strong problem-solving skills, good judgment, and be able to work independently.
