Summary This position is part of the U.S. International Development Finance Corporation (DFC), Office of Information Technology (OIT), IT Operations. As an IT Project Manager, you will be responsible for managing the DFC/OIT portfolio, specifically the integration of project budgets, schedules, and risks on a weekly basis to ensure the portfolio is aligned with changing business objectives and to ensure value to DFC. Responsibilities As an IT Project Manager, you will: Ensure all DFC/OIT projects are proceeding according to timelines, meeting target expectations, and adhering to established operating parameters; negotiate changes in project resources as necessary to achieve objectives and timelines. Advise leadership and/or business executives at the highest levels about the project portfolio, status, and resource planning. Support assigned projects through all phases of the Systems Development Life Cycle (SDLC). Be responsible for engaging and directing resources involved with the success of programs. Develop program requirements and roadmap for program execution within management provided guidelines. Lead the monitoring and executing of agile programs. Assist in the preparation of statements of work contract specifications and/or requirements for compatibility with procurement laws and contract specialists in acquisition planning efforts. Determine award milestones and execution of planned targets. Conduct budgetary planning- programmatic and contract. Support the requirements gathering process using modern techniques. Serve as a contracting officer's representative (COR). Evaluate, monitor, and ensure compliance with laws, regulations, policies, standards, or procedures. Develop and implement information systems security plans and procedures. Develop acquisition strategies and oversee the execution of contracts aligned with the constraints established by the budget and acquisition strategy. Maintain communication plan for programs and direct the development of program materials, including business cases, status, and management reports. Facilitate the effective resolution of technical problems, conflicts, and controversial issues, ensuring that program issues are quickly resolved. Exercise initiative and judgment, under management provided guidelines, in accomplishing program objectives in alignment with OIT strategies and standards. Requirements Conditions of Employment Qualifications Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. You may qualify at the GS-13 level, if you fulfill the following qualification requirements: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates your experience in all of the following: 1) Experience simultaneously managing two or more Agile IT projects. 2) Experience collecting IT requirements for systems' integration. 3) Experience managing a project through the Systems Development Life Cycle (SDLC). 4) Experience managing two or more IT vendor service contracts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
