The County of Riverside's University Health System (RUHS) has an opportunity for an IT Business Systems Analyst III who will be assigned to Information Services division within Public Health in Riverside.
The selected candidate will oversee and lead complex IT projects from initiation through completion by providing project management including project scope, schedule, and costs. The incumbent will define and manage goals and objectives, team roles and responsibilities, tasks and schedules, priorities, communication, risk, and progress reports. Additionally, the selected candidate will capture and document business requirements, define business processes, and configure and support off-the-shelf business solutions related to Public Health Department's business needs.
The department seeks candidates with IT project management experience in a healthcare setting, strong knowledge and experience in implementation and support of a COTS, and advanced knowledge in capturing and documenting business requirements from end-user input (for new and or existing systems). Candidates with a bachelor's degree, Project Management (PMP) certification, and healthcare experience (EHR, case management, lab, and document management systems) are highly desired.

EXAMPLES OF ESSENTIAL DUTIES
Configure and support off-the-shelf business solutions related to Public Health Department's business needs.
Conduct systems analysis and design of business processes involving evaluation of current and proposed information and business process flow, available and emerging technology hardware and software, and cost/benefits.
Develop and document user requirements from end-user input for new and existing systems, business processes, and applications.
Select and recommend software or hardware based on systems analysis, evaluation of product, and vendors.
Create requests for proposal (RFPs) or requirement specifications and evaluate proposal submissions.
Implement new and modified processes and systems by performing design, application development, installation and testing.
Maintain, support, and administer business applications.
Coordinate and communicate with end users, management, staff, and vendors on project issues and status.
Develop project work plans and schedules and monitor project resources including staff time, vendor work, and finances.
Prepare project documents, requirements, reports, feasibility studies, cost/benefit analysis, and quality assurance and control standards.

MINIMUM QUALIFICATIONS
Education: Bachelors Degree from an accredited college or university, preferably with coursework in computer science, computer information systems, data processing, information management, or a related field to the assignment.
Experience:Five(5) years of successful journey level IT Business Systems experience which included 2 years of IT project management , and advanced experience in capturing and documenting business requirements, one year of which included either lead person duties or technically advanced IT job-related work (One year as an IT Business Systems Analyst II with the County of Riverside will satisfy the one year of lead or technically advanced experience requirement).
Required IT-Related Skills: Advanced knowledge in capturing and documenting business requirements from end-user input (for new and or existing systems) Systems analysis theory, processes and techniques; project spec development; application design; writing and modifying technical and user documentation; data modeling techniques; prepare flow process diagrams and other design graphics; application of industry or County standards and conventions for systems analysis and quality assurance; installation, testing and migration process and techniques; quality and version control processes; use of packaged or off-the-shelf and third party application software including office automation tools.
Preferred Qualifications: Strong Knowledge and experience in implementation and support of a COTS. IT project management experience in a healthcare setting, and Bachelor's degree, Project Management (PMP) certification, and healthcare experience (EHR, case management, lab, and document management systems). Internal consulting with clients at various levels of the organization; writing code and scripts; writing process descriptions; work with client server environments.
Knowledge of: Project Management, and advanced knowledge in capturing and documenting business requirements from end-user input (for new and or existing systems), defining business processes, and configuring applications. Candidates must be able to implement new and modified processes and systems by performing design, development, configuration, installation, and testing. The principles, methods and techniques used in the course of work for the IT Business Systems Analyst series; principles and techniques applied to IT devices, applications and systems; principles of organization and administration; principles of documentation and recordkeeping, storage and retrieval.
Ability to:
Ability to troubleshoot and assist in application configuration, development and support of departmental systems; provide support and direction to project team and oversee project deliverables using appropriate project management tools; lead highly complex projects with cross-functional teams; g ather and analyze data, reason logically, draw valid conclusions and make appropriate recommendations; resolve technical problems and innovate more efficient use of IT resources; perform systems analysis work and problem solving; interpret and follow written and oral instructions; prepare concise reports and documents; establish and maintain effective working relationships with staff, customers, other employees, and the public; communicate effectively with people at all organizational levels.
License/Certificate: Possession of a valid California Driver's License is required.
SUPPLEMENTAL INFORMATION
Condition of Employment
In accordance with the California Department of Public Health Order dated August 5, 2021, and amended December 22, 2021, health care facility workers who work in indoor settings where care is provided to patients or where patients have access for any purpose must be vaccinated against COVID-19 as follows: first dose of a one-dose regimen or second dose of a two-dose regimen, by September 30, 2021. Effective February 1, 2022, all healthcare facility workers must have their booster, obtain the booster within 15 days of becoming eligible for one, or a declination form on file for the booster. Consideration may be given to candidates who are in the process of completing their vaccination regimen.
The Order allows for workers to be exempt from the vaccination requirements by providing the facility with a declination form signed by the individual stating either of the following: (1) the worker is declining vaccination based on Religious Beliefs; or (2) the worker is excused from receiving any COVID-19 vaccine due to Qualifying Medical Reasons. Workers who are exempted from the vaccination requirements must observe all other infection control requirements, including face coverings and regular COVID testing at the frequency required by their work site.
A requirement of employment is to provide proof of COVID-19 vaccination, or a completed COVID-19 Vaccination Declination form (filled out by the candidate and their medical provider as appropriate), during the pre-employment process. Failure to submit the required documentation may render a candidate ineligible to move forward in the process.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
