Director of Plan Systems and Digital Product Development
Location: Akron, Ohio
Position Overview:
The System Director, Health Plan Systems, and Digital Product Development serves as the strategic leader for the design, development, and support of technology systems and services for enterprise health plan operations. Reporting to the Chief Information Officer (CIO), this role oversees a comprehensive portfolio of business applications supporting insurance, finance, marketing, and other key functions.
The Director works closely with IT&S leaders and stakeholders across the organization to ensure high-value, user-focused business systems that enable operational excellence and align with organizational goals. This includes a focus on cloud-based data solutions, middleware applications, and consumer engagement technologies for members, agents, brokers, and providers.
Key Responsibilities:
Leadership & Oversight:
- Oversee software development and integration teams, including design, development, testing, and deployment of health plan applications.
- Manage and mentor a team of at least 20 professionals, ensuring a cohesive, high-performing environment.
System Development & Integration:
- Coordinate activities with Business Analytics to architect solutions improving operational outcomes.
- Direct the development of middleware applications and cloud-based analytics solutions to support clinical, business, and operational needs.
Consumer Engagement Technology:
- Lead the development of digital solutions aimed at external stakeholders such as members, providers, brokers, and employers.
Strategic Alignment:
- Collaborate with cross-functional teams to align IT initiatives with business objectives, applying Agile and Lean principles.
- Ensure projects are executed with service management principles and organizational change management strategies.
Application & Vendor Management:
- Provide expertise in major healthcare IT solutions, including HealthEdge, Tapestry, and Cognizant systems.
- Manage the lifecycle of financial and insurance applications, including selection, implementation, and support.
Process Improvement:
- Identify opportunities for process and operational enhancements across business and technology organizations.
Minimum Qualifications:
Education:
- Bachelor’s degree in Business, Computer Science, or a healthcare-related field.
- Additional related experience may substitute for up to two years of the educational requirement.
Experience:
- 10+ years in business systems IT, with 8+ years in a senior leadership role overseeing Health Plan systems and applications.
- Proven expertise in:
- Large-scale health plan application implementations (e.g., HealthEdge, Tapestry).
- Leading teams of 20+ members in application development and support.
- Agile methodologies, ITIL frameworks, and project management.
- Extensive knowledge of healthcare IT platforms and their operational impact.
- Demonstrated ability to liaise effectively in a matrixed organizational structure.
Technical & Leadership Skills:
- Strategic planning capabilities with a focus on aligning IT solutions to drive business outcomes.
- Proficiency in project management methodologies, service management principles, and IT architectures.
- Familiarity with Agile and Lean principles for application lifecycle management.
Preferred Competencies:
- Broad understanding of IT operations, including systems development, analysis, and budget administration.
- Strong experience in change management and fostering cross-organizational consensus.
- In-depth knowledge of health plan business operations, including insurance and financial systems.
