We are seeking an experienced IT Capture Manager to lead and manage business development activities, focusing on identifying, pursuing, and securing opportunities in the federal contracting space. The ideal candidate will possess a strong understanding of federal procurement processes, software development, and Agile methodologies. This individual will be required to work closely with members of NexGen and client’s teams, including but not limited to subject matter experts, technical staff, and project managers.
Essential Duties and Responsibilities include the following:
Capture Management
- Develop and execute capture strategies to secure new business opportunities in software development and IT services for federal government clients.
- Lead the capture process, including opportunity identification, qualification, and strategy development, ensuring alignment with company goals.
- Collaborate with cross-functional teams, including business development, technical leads, and proposal teams, to craft winning strategies.
- Build and maintain strong relationships with government customers, stakeholders, and industry partners to identify and shape opportunities.
Proposal Development Support
- Oversee the development of technical, management, and cost strategies for proposals.
- Partner with proposal managers to ensure compliance, responsiveness, and competitive positioning in all submissions.
- Contribute to writing technical content, past performance, and management sections as needed.
Market Analysis & Positioning
- Conduct market research to identify trends, competitors, and opportunities in federal government contracting.
- Develop a robust pipeline of qualified opportunities by leveraging tools like GovWin, SAM.gov, and other market intelligence resources.
- Lead customer engagement activities, including meetings, briefings, and capability demonstrations.
- Work closely with technical teams to ensure proposed solutions are innovative, scalable, and feasible.
- Collaborate with the staff to identify, address, and mitigate security risks and ensure compliance with the relevant regulatory requirements.
- Other duties as assigned.
Technical Skills:
- 5+ years of experience in capture management, business development, or a related role in federal contracting.
- Proven track record of successfully capturing and winning federal contracts in software development or IT services.
- Strong understanding of federal acquisition processes, including FAR/DFARS regulations.
- Familiarity with Agile methodologies and software development lifecycle (SDLC) and apply knowledge to align capture strategies with the demands of modern software development projects.
- Proficiency with tools like Salesforce, GovWin, and proposal management software.

- Ability to lead teams and work collaboratively under tight deadlines.
- Exceptional written and verbal communication skills, with a keen eye for detail and clarity.
- The successful candidate will also be able to pass background screening prior to employment.
- US Citizenship, or legal permanent residence, or US work authorization with minimum 3 years of continuous US presence is required due to federal contract requirements.
Education/Experience:
- Bachelor’s degree in Business, Computer Science, or related field (Master’s preferred).

Compensation: $55/hour to $75/hour (Dependent on Experience)
