About the Job
The County of Riverside's Sheriff Department is seeking an IT Business Systems Analyst II who will form part of the Technical Services Bureau in Riverside.
The incumbent IT Business Systems Analyst II will be tasked with application support and development on the Systems Analysis Group, while also possessing the expertise to create comprehensive and insightful reports. Other duties may include: Test, debug, and maintain applications to ensure optimal performance and usability. Manage user permissions and access levels based on established security protocols. Work closely with stakeholders to understand reporting requirements and translate them into effective reports. Create visually appealing and easy-to-understand dashboards and reports using relevant tools or languages. Optimize queries and data retrieval processes to enhance report generation efficiency.
The Department desires candidates with experience in the administration and development of user applications, preferably with SQL database, logical flow of coding, and strong proficiency in report writing and data visualization tools like Microsoft SQL Server Reporting Services, Power BI, or similar. The candidate should also be able to apply logical thinking and analytical skills to identify, diagnose, and resolve technical issues within applications, reports, and database systems.

EXAMPLES OF ESSENTIAL DUTIES
• Design, develop, analyze, implement, and maintain departmental software applications/products, network systems, imaging systems, and the interfaces with the systems in other County departments and Federal and State agencies.
• Develop enhancements and modifications to existing software programs using programming language and other tools.
• Coordinate planned outage, upgrades, and testing processes with affected customers and ensures that applications are available and maintained in accordance with departmental procedures and defined standards.
• Design, develop, and maintain reports, dashboards, and data visualizations that provide actionable insights.
• Develop management and operational information system reports using a variety of software packages or computer languages.
• Coordinate and communicate with end users, management, staff, and vendors on project issues and status.
• Understanding of version control systems (e.g., Git) and experience in collaborative coding environments.
• Synchronize data and ensure data is transferable; extract data and customize based on server requirements.
• Troubleshoot system issues and make recommendations for solutions; research new technology and determine best products for applications.
• Collaborate with cross-functional teams to investigate complex issues, propose solutions, and implement fixes in a timely manner.
• Document troubleshooting steps and resolutions for future reference and knowledge sharing.
• Utilize strong communication skills to interact effectively with stakeholders and translate requirements into technical solutions.
• Coordinate program and/or system development activities with vendors as required; maintains effective communications with users regarding vendor activities, problems, status, timelines and other details.
• Provide professional support and troubleshooting assistance to customers pertaining to applications-related matters; investigate, troubleshoot, evaluate and resolve application function problems.
• Conduct online, group and/or one-on-one training sessions with application users and/or technology staff in order to provide information on application functions; design and prepare training materials.
MINIMUM QUALIFICATIONS
Option I:
Education: An associate degree from an accredited U.S. college or university, or a certified foreign studies equivalency in computer science, information systems, or a related field to the assignment.
AND
Experience:Two (2) years of directly related experience that demonstrates the competencies and attributes listed above.
Option II:
Experience: Four (4) directly related experience that demonstrates the competencies and attributes listed above.
Both Options:
Knowledge of:
- Database systems and proficiency in working with databases (e.g., SQL, MS Access).
- Familiarity with front-end technologies (HTML, CSS, JavaScript) and back-end development.
- Creating, designing, and optimizing reports using SQL Server Reporting Services (SSRS), Power BI or similar tools.
- Principles, methods and techniques used in designing, developing, and testing business applications
- Methods and techniques of developing and presenting technical documentation and training materials
- Conducting regular backups of databases, files, and other data sources according to established schedules and protocols.
- Perform professional level applications development duties, including programming, maintaining, troubleshooting and repairing various application structures and websites
- Gatherand interpret business requirements to design and develop reports that meet stakeholders' needs.
- Develop, maintain, test and troubleshoot program structures, flow charts, layouts and screens using standard technologies and tools
- Read and interpret source code from commonly used programming languages; develop a working knowledge of new programming languages
- Communicate technical information to a wide variety of users
- Troubleshoot and repair a variety of application issues using appropriate testing methods and tools
- Plan, organize, prioritize and process work to ensure that deadlines are met
- Communicate effectively, both verbally and in writing
- Establish and maintain effective working relationships with those encountered during the course of the work.

License:Possession of a valid California Driver's License is required.
A successful Security Clearance conducted by the Sheriffs' Department is required for positions within the Riverside County Information Technology Department.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

CalPERS is governed by the Public Employees' Retirement Law. The Retirement Law is complex and subject to change. DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
