PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX, and is a part of the PEMEX group which is a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining, logistics and marketing. PEMEX Deer Park provides a diverse and inclusive work environment that employs approximately 1000 employees with another 1200 contractors on site. The refinery’s rated capacity is 340,000 barrels per day and has the feed flexibility to process multiple grades of crudes to produce the high-quality transportation fuels the world needs. Job Purpose:
The IT Business Office Manager will support the IT Director in all aspects of the day-to-day operations of the IT Department. This includes, and not limited to, leading the PMO (Project Management Office), IT Finance, IT Procurement and Vendor Management, IT Governance (policies and procedures) and deployment of our enterprise ServiceNow tool. The IT Business Office Manager will also play a heavy role in communicating and presenting to C-level staff and Senior Management Group as a representation of IT.
This role is seen as one of the IT Director’s trusted partners in leading IT to become a business-oriented organization. The position is responsible for creating and managing a typical “Office of the CIO”, providing leadership for the cross-functional management of information and technology across the enterprise. It oversees functions such as IT strategy, governance, performance management, project and program management, resource planning, and the definition of IT ways of working.

Stakeholder Management
- Takes full responsibility over IT Financials – budgeting, forecasting, planning.
- Involved in IT CAPEX preparedness, submission, and monitoring.
- Responsible for designing, implementing, and maintaining supplier, contract, request, or finance process workflows.
- Manages, defines, and edits the Architecture Review Board (ARB) process and educates the site on the ARB. Prepares presentations, evaluations, and purchases.
- Create presentations and is the lead for Supply Chain or Board approval on all IT contracts.
- Advises on over or under IT spend, proposes, and executes on correction actions.
- Fluent alignment and communication with Parent Company, Finance, MTAC, and C&P teams primarily, as well as with other Business functions.
- Ability to launch and lead Coupa sourcing events (RFI, RFP, RFQ) for IT purchases, some sourcing events may be a joint effort with site C&P depending on cost value
- Demonstrate the value of IT’s current spend and future, long-term investments against business outcomes by aligning IT’s planned initiatives and spend to achieve the strategy.
- Leads the PMO, Program and Project Management.

- Interact daily with Pemex Deer Park IT staff on financial impacts of new purchases and / or variances.
- Review all IT contracts and statement of works to ensure they meet IT requirements.

- Lead and coordinate NDA, MSA, SOW, and contract resolutions with legal, BA, and IT leaders.
- Develop, through a collaborative and inclusive approach, a global IT sourcing and procurement strategy that delivers against IT and business strategy priorities and translates IT and business imperatives into effective IT sourcing strategies and procurement strategies.
- Build an operating model that supports both traditional and agile sourcing approaches to match the organization’s appetite for risk and its culture.
- Develop and mature key sourcing and procurement competencies, such as business relationship management, stakeholder collaboration, category and subcategory planning, best practices for negotiation, analytics, project management, finance, and communication.
- Oversees the development and maintenance of IT policies, procedures, methodologies, and governance — as well as performance management frameworks and metrics — to ensure the IT organization delivers value to the enterprise.
- Is responsible for directing the preparation, review and consolidation of business plans and budgets for the IT organization.
- Defines, builds, implements, and runs the sites IT PMO (Project Management Office).
Business Intelligence & Innovation
- Generate financial reports, dash boards, and status updates to further explain / justify IT Financial and Contracts spend/use in Service Now, Coupa, and SAP.
- Analyze, forecast, and investigate burn rates for 3rd party IT labour or managed services.
- Work with Finance to further improve business processes, O&M/ G&A reporting, define general ledgers needed for IT spend buckets
- Work with Finance to correct tax settlements related to IT purchases and identify the correct Texas Sales Tax grouping for all IT Opex spend.
- Review and correct contracts for governance and ensure they adhere to the IT contract requirements within the department.
- Design and manage the SPM function in ServiceNow, train the PMO on the tool.
- Define and share PMO KPIs.
- Oversee the SAM & HAM process requirements in ServiceNow and any future add-ons.
- Keep abreast of industry trends that have an impact on the IT strategy, through external advisory services, and good working relationships with existing and emerging strategic vendors used by the enterprise.
- Identify the drivers, shifts, market dynamics and trends to advise the business and IT teams of the most effective sourcing and procurement strategies across all IT categories.
Dimensions:
- Be a key member of the IT team at site working daily with core IT team.
- Will support the IT Director in establishing a “Office of the CIO” and ITIL Strategy group.
- Currently will lead a team consisting of: IT CMO (1), IT PMO (4), ServiceNow Administrator (1), IT Purchasing & Asset Mgmt (1), and IT FP&A Analyst (1)
- Oversee IT workforce management headcount of both FTE and Temp labor, including onboarding HSSE & SNOW requirements.
Key Qualifications:
- ITIL Foundation
- IT Finance and/or IT Procurement experience
- SAP ECC & SAP/4 HANA experience.
- Coupa experience.
- ServiceNow experience.
- PMP Certifications
Experience Requirements:
- Understanding of standard IT budget, Texas Sales Tax, Amortization, Accrual, and GAAP Accounting practices. Cost benefit / cost effectiveness analysis, such as ROI, TCO.
- Experience in business/industry (beyond IT), managing cross-functional teams or projects, and influencing senior-level management and key stakeholders.
- Strong leadership capability, executing as appropriate in the areas of responsibility.
- Expertise in budget planning, financial management and workforce management.
- Broad knowledge of current and emerging technologies, technology directions, and strategic application to business needs, including the ability to differentiate between a relevant trend and hype.
- Ability to improve operational efficiency, service delivery and information management across the IT organization.
- Excellent oral and written communication skills, including the ability to explain technology solutions in business terms, establish rapport and persuade others.
- Ability to multi-task and work across a range of projects and issues with various timelines and priorities.
- Understanding of core Purchase Requisition, Purchase Order, and Invoicing processes specific to IT or G&A/Corporate accounting principles.
- Perform under minimal supervision, problem solving, and detailed.
