About the Job
AvantGarde, LLC (AG) seeks to engage an IT Business Analyst who works within the Office of Information Systems (OIS) will focus on understanding OIS’ business needs, strategic goals and ensuring that any proposed solution(s) aligns with the overall business strategy. This work ensures that OIS has a strong connection between software vendors and interfacing with end user communities/product owners to support the enterprise..
AG offers a comprehensive benefit package including a monthly commuter benefit as well as immediate medical enrollment and a generous 401k. This is a full time, 40 hours per week position. The work will be performed on a hybrid schedule with three days onsite in Washington, DC and two days remote.
The WORK
- Strong analytical skills with an IT technical background in digital transformation and data migration.
- Engage with stakeholders to understand their needs and document detailed business and technical requirements.
- Scheduling of resources across tasks/assignments and the tracking of time against those assignments.
- Enterprise Operation Center event planning and management for missions critical to the success of the organization.
- Analyze business processes and systems to identify improvements and create detailed documentation, including business requirements documents (BRDs) and functional specifications.
- Facilitate communication between business stakeholders and IT teams, ensuring all parties are aligned and informed throughout the project lifecycle.
- Ability to lead Agile Scrum activities
The REQUIREMENTS
- Bachelor’s Degree in Computer Science, Information Technology, Business Administration, Finance, or a related field.
- 5+ Years of Experience in business analysis, often with a proven track record of managing complex projects.
- 5+ years of advanced analytical skills and deep understanding of industry-specific processes
- Use a consultant mindset to engage with a variety of stakeholders and translate business goals into technical requirements and solutions
- Must be able to engage in multiple projects and assignments simultaneously.
- Ability to analyze complex data and processes, create reports and offer recommendations
- Strong verbal and written communication for interacting with stakeholders and documenting requirements.
- Proficiency in identifying issues and developing effective solutions.
- Familiarity with IT systems, software applications, and data analysis tools.
- Any of the following certifications are desired but not required: Certified Business Analysis Professional (CBAP), Certification of Competency in Business Analysis
- Able to obtain a federal security clearance; active or recent federal security clearance preferred.

The United States Capitol Police (USCP) is a federal law enforcement agency in the United States with nationwide jurisdiction charged with protecting the United States Congress within the District of Columbia and throughout the United States and its territories. It is the only full-service federal law enforcement agency appointed by the legislative branch of the federal government of the United States.
The United States Capitol Police has been an AG client since FY14, supporting the offices of HR, Security, OIS and the Chief Administrative Officer. USCP is a fast-paced agency with a unique mission and challenges. Since USCP is in the Legislative Branch of the Federal Government, it has an operating style different than most Executive Branch agencies. The OIS office is a lean organization with high priorities. Suitable candidates must be able to work at an optimal level in support of achieving the goals of the organization.
