Job Summary:
Westat is seeking a detail-oriented and talented IT Business Analyst to bridge the gap between our software development and project research teams. You will collaborate in and assist in the management of the end-to-end process of identifying stakeholder needs, analyzing, and documenting requirements, testing, and delivering solutions and enhancements to support our clients' missions to improve outcomes in public health, education, social policy, and transportation.
This opportunity is a hybrid work arrangement requiring 1 day on-site at our Rockville, MD office.

Job Responsibilities:
- Support the administration and implementation of projects via the Agile project management methodology.
- Collaborate with project and client stakeholders to gather and document business requirements and translate them into technical specifications.
- Develop and maintain requirement documentation, including use cases, process flows, and functional specifications.
- Conduct detailed analysis of business processes, workflows, and systems to identify areas for improvement and optimization.
- Work closely with IT teams to ensure that technical solutions align with project goals and requirements.
- Perform gap analysis to identify discrepancies between requirements and current capabilities.
- Facilitate communication among users, stakeholders, IT, and project management teams.
- Provide support and training to end-users to ensure successful adoption of new systems and processes.
- Monitor project progress and provide regular updates to IT project managers and stakeholders.
- Typically requires a bachelor's degree and at least 5 years of experience in business analysis or a related role OR an equivalent combination of education and relevant experience.
- Demonstrated success in leading requirements gathering and documentation process in collaboration with clients, stakeholders, and development teams.
- Demonstrated knowledge of Agile methodologies.
- Experience producing high quality documentation for requirements, solution options, business cases, and recommendations on proposed solutions.
- Proficiency with and/or desire to gain proficiency in the use of change control and DevOps management tools (e.g., GitLab, GitHub, JIRA, etc.)
- Demonstrated knowledge of IT industry best practices.
- Demonstrated experience working in a professional services research environment.
- Experience using GitLab or GitHub for project collaboration, tracking changes, and managing documentation in an agile team environment.
- Familiarity with data analysis and reporting tools.
- Experience working with end user groups, change management committees, and prioritization processes.
- Demonstrated communication skills.
- Collaboration with project teams, managers, and/or clients.
- Organization skills, including time management ability.
- Detail oriented.
