POSITION: IT Asset & Configuration Manager
DIVISION: Administration
DEPARTMENT: Management Information Systems (MIS)
UNION/GRADE: Unit 6/Grade 12
BASIC PURPOSE:
Functions as the Service Asset & Configuration Manager for the MIS organization and interfaces with the respective MIS functional areas. Maintains the integrity of MWRA's IT Asset Repository and Configuration Management System. Responsible for the management of IT assets throughout their lifecycle from needs assessment and procurement to decommission and disposal. Responsible for translating business case analysis into functional requirements. Identifies potential opportunities to enhance business processes, improve efficiencies and reduce costs. Require a broad knowledge of the organization, business functions, IT Asset Management Lifecycle, Configuration Management and ITIL.
SUPERVISION RECEIVED:
Works under the general supervision of the Manager, Security, Architecture & Engineering.
SUPERVISION EXERCISED:
Exercises direct supervision of the IT Asset Management Analyst and intern(s).
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Asset Management
- Maintains integrity of MWRA's IT Asset Repository for all HW/SW assets.
- Responsible for the operational management of the IT Asset Management Lifecycle throughout MIS.
- Manages IT Asset Repository data accuracy.
- Ensures gaps in asset repository data are remediated.
- Resolves discrepancies between IT Asset repository and all discovery tools.
- Develops, implements, and enhance policies and procedures for tracking company assets throughout their lifecycle.
- Works with IT Financial Management to ensure that all assets are under contract for support.
- Understanding our 3rd party/non-warranty support to make sure it covers any security risks.
- Aggregates software purchasing and license data.
- Supervises data normalization and audit/verification activities.
- Identifies candidate licenses for harvesting from retired or repurposed assets.
- Identifies non-compliant software.
- Implements and manages production of IT Asset Lifecycle Management status reporting and metrics.
Configuration Management
- Responsible for the operational management of the Configuration Management process.
- Plans and coordinates all activities required to execute, monitor, and report on the Configuration Management process.
- Manages day-to-day activities of the process.
- Gathers and reports on process metrics.
- Tracks compliance to the process.
- Maintains the Configuration Management System.
Supervision
- Supervises staff who conduct physical inventories and ensure compliance with policies and deadlines.
- Directs staff who assist with disposal of computer assets.
- Provides training to assigned staff.
- Performs management functions such as completing performance evaluations, serving on interview committees, ensuring staff development, and distributing work.
SECONDARY DUTIES:
- Performs related duties as required.
MINIMUM QUALIFICATIONS:
Education and Experience:
- A Bachelor degree in Management Information Systems, Information Technology, Business Management, Finance or a related field; and
- At least seven (7) years in IT procurement or asset management experience including managing contracts, software licenses and maintenance agreements including at least one (1) year of supervisory experience ; or any equivalent combination of education or experience.
Necessary Knowledge, Skills and Abilities:
- Possesses a working knowledge of ITIL.
- Ability to assign work, train and oversee staff.
- Proven ability to communicate effectively with staff and management at all levels of the organization in writing and verbally.
- Possesses an understanding of license models, software delivery and metrics and hardware lifecycle management.
- High level understanding of technologies and enterprise architecture.
- Strong organization skills and the ability to manage multiple priorities with competing demands for resources.
- Strong analytical, data processing and problem solving skills.
- Understands the basic principles of financial management.
SPECIAL REQUIREMENTS:
- A valid Massachusetts Class D driver's license.
- Information Technology Infrastructure Library (ITIL) Foundation Certification is required or the ability to obtain within 12 months.
- ITAM (IT Asset Management) certification in at least two of the following areas or the ability to obtain within 12 months.

TOOLS AND EQUIPMENT USED:
Office machines as normally associated with the use of telephone, personal computer including word processing and other spreadsheet database software, copy and fax machine.

While performing the duties of this job, the employee occasionally works in various field settings and in an office environment. The employee regularly works near moving mechanical parts and is occasionally exposed to risk of vibration. The noise level in the work environment is very loud in field settings, moderately loud at other work locations and moderately quiet in office settings.
