In addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following dates:
Effective June 28, 2024 – 4.25% increase
Effective June 27, 2025 – 4.00% increase
Salary may be negotiable within the range listed above, based on position requirements and the successful candidate's qualifications, subject to appropriate authorization.

THE OPPORTUNITY
OCIT is seeking an IT Applications Developer II, to design, develop, maintain, and support the software which help the Orange County Probation Department’s day to day operation. The in-house developed software handles Adult Operations, Juvenile Operations, and Administrative Services – serves the community using efficient and research supported corrections practices to reduce crime, assist the Courts in managing offenders, promoting lawful and productive lifestyles and assisting victims.
Essential duties and responsibilities of the position will include but are not limited to:
- Develop, test, implement, maintain, and document software programs including working effectively within a team environment to gather software requirements, design and develop software and implement projects
- Perform all necessary development/enhancement/maintenance activities, including, coding, configuring, unit and integration testing, regression testing, performance testing
- Implement high quality, secure and maintainable code using standard software design patterns and best practices
- Provide technical assistance by responding to inquiries from users regarding errors, problems, or questions
- Develop and create customized reports and dashboards
DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
In addition the minimum qualifications, the ideal candidate will possess two (2) or more years of experience with web-based design, development, and maintenance using Software Development Lifecycle techniques, including requirements analysis and technical design through implementation.
Exposure or experience working with IIS, LINQ, React, Angular Microsoft Azure DevOps, SQL Reporting Services (SSRS), mobile applications, and Cloud platforms is highly preferred, but not required.
The ideal candidate will also have experience as a software developer over medium to large IT applications and possess experience and/or knowledge in the following competencies:
Technical Knowledge | Expertise
- Web based design, development, and maintenance experience using .Net Framework, C#, .Net MVC, .Net Web Form, ASP.Net, .Net Core, Web API, WCF, SQL, Entity Framework, bootstrap, CSS, jQuery, JavaScript, and AJAX
- Understanding of object-oriented programming concepts
- Implementing high quality, secure and maintainable code using standard software design patterns and best practices
- Experience with Visual Studio .Net, Visual Studio, MS Project, MS Visio, and MS SQL database
- Maintaining a degree of knowledge on current technologies and tools
- Familiarity with Agile methodologies
- Identifying and resolving challenging technical issues and problems through good judgment and decision making
- Proactively detecting problem areas and recommending/implementing solutions
- Analyzing problems and proposing solutions while dealing with changing priorities
- Developing and delivering effective written and verbal communication with stakeholders
- Collaborating with other OCIT application developers, business users, and management
- Serving as an integrator between business needs and technology
- Effective in building rapport and negotiating with vendors and department staff to resolve or mitigate contract performance issues and conflicts
- Self-driven learner with the ability to rapidly assimilate and communicate instructions

SPECIAL REQUIREMENTS
Part of the selection process for positions within the County of Orange supporting the Probation Department requires that all candidates undergo an extensive background investigation process, to the satisfaction of the Department.
RECRUITMENT PROCESS
Human Resource Services (HRS) will screen all application materials for minimum qualifications. After the initial screening, qualified applicants will be referred to the next step of the selection process. All applicants will be notified via email of their status in the process.

Structured Oral Interview | SOI (Weighted 100%)
Applicants will be interviewed and rated by an oral interview panel of job knowledge experts. Each applicant's rating will be based on responses to a series of structured questions designed to elicit the applicant's qualifications for the job. Only the most successful candidates will be placed on the eligible list.
Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure.
Eligible List
Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
