FMT Budget Analyst - Personal Services Contract
Overview:
The Export Control and Border Security (EXBS) Program promotes cooperation with foreign governments to ensure their strategic trade control systems meet international standards, and to help build partner countries’ capabilities to detect, interdict, investigate, and prosecute illicit transfers of weapons of mass destruction, dual use components, conventional arms, and explosives.

Job Description:
The U.S. Department of State’s Office of Export Control Cooperation (ECC) is seeking an experienced Budget Analyst on the office’s Financial Management Team (FMT) to support the organization’s global financial operations and promote the financial health of the organization by assisting the financial analysis and modeling for senior ECC leadership. This Personal Services Contract (PSC) position provides fiduciary and accounting assistance and helps oversee financial management and budget development. The individual uses financial systems and procedures in place to support timely and accurate reporting, forecasting, effective planning, program implementation, and oversight.
Essential Functions
- Assist with management of financial operations for the organization:
- Analyze unliquidated expenditures, burn rates, deobligations, Global Financial Management System (GFMS) discrepancies, and other financial data to correct, record and/or update relevant data.
- Oversee accounts, ledgers, and reporting systems, including financial statements across each country of operation, ensuring compliance with USG rules and regulatory requirements and best practices.
- Provide accounting, forecasting, and risk management activities to ensure compliance with regulatory requirements and rules for USG offices.
- Assist in providing high-level financial reporting, analysis, and modeling for Office Director to ensure the financial health of the organization.
- Help to ensure ECC’s program support system contains accurate information for reporting purposes.
- Work with various financial systems, such as GFMS and GBI to process requests and verify expenditure and unliquidated obligations data.
- Perform other duties as required.
Qualifications
Required:
- Bachelor’s degree plus five (5) years of professional experience of a fiscal, financial management, auditing, accounting, or budgetary nature conducting international development activities;
- Must be a U.S. citizen and have the ability to obtain a security clearance;
- Incumbent may be subject to random drug testing;
- Flexible and adaptive to shifting requirements;
- Strong understanding of GFMS, GBI, or similar financial systems;
- Knowledge in generally accepted accounting, budgeting, and/or fiscal control principles and financial regulations;
- Proven quantitative, analytical, problem-solving, and conceptual thinking skills; strong attention to detail;
- Ability to operate effectively in a group environment and resolve issues in a constructive, collegial manner;
- Strong analytical, interpersonal, and writing skills;
- Ability to work independently and manage a high-volume workflow.
Desired:
Experience in financial management of U.S. government foreign assistance programs;
- Knowledge of Department of State and Resource Management processes;
- Skills in automated accounting software systems and database spreadsheets, including GFMS, GBI, ILMS, MS Excel, and data analytics tools
- Ability to create and maintain effective working relationships with the U.S. interagency, NGO partners, community-based organizations, or international donor agencies;

Annual & Sick Leave
The individual selected will earn annual and sick leave in accordance with OPM regulations. The employee will be paid for federal holidays that fall within their regularly scheduled tour of duty. Those entering on duty with prior military service and/or federal civilian service can credit their years of service for higher annual leave accrual rates.
Health & Life Insurance Reimbursement
Personal Services Contractor may be provided a maximum of up to seventy-two percent (72%) against actual costs of their annual health and life insurance premiums. Eligibility for reimbursement requires evidence of enrollment in a qualifying health insurance plan and proof of actual payment of the associated health insurance premiums.
