About the Job
General Background: This is a personal services contract position serving as an International Security and Nonproliferation’s Office of Cooperative Threat Reduction (ISN/CTR) Human Resources Analyst, assisting with the human resources and budget actions for contractor staff, including Personal Service Contracts (PSCs), Third-Party Contractors, Interagency Personnel Agreements, and other non-Federal hiring mechanisms, in ISN/CTR at the U.S. Department of State. Through the implementation of $76 million in annual foreign assistance projects, ISN/CTR seeks to prevent proliferator states and terrorist groups from developing or acquiring Weapons of Mass Destruction (WMD) materials, equipment, expertise, and delivery systems that could threaten the U.S. homeland and U.S. interests abroad. The position will be based in Washington, DC, and is telework eligible.
The incumbent will work closely with the Team Chief, Deputy Team Chief, Office Director, and Deputy Director to assist with the recruitment, contract document preparation, financial reporting, and staffing projections for various non-federal hiring mechanisms across the office. The incumbent must have familiarity with hiring mechanisms available to the Federal Government to include, but not limited to, Personal Service Contractors (PSC), Third-Party Contractors (TPC), Interagency Personnel Agreements (IPAs), and/or other non-federal details and hiring mechanisms. The incumbent will assist in conducting outreach, developing standard operating procedures, preparing PSC and other contracting documents, and developing and reviewing HR and related financial information associated with new and active ISN/CTR staff members.
Responsibilities:
- Assist with the preparation of contract documentation for new hiring mechanisms, especially PSCs, TPCs, IPAs, and relevant fellowship programs. Efforts may include preparing offer letters, associated HR packages, reviewing contracting documents, and routing documents for approval with DOS stakeholders.
- Provide day-to-day review of financial data related to various hiring mechanisms, ensuring sufficient resources to facilitate processing new and continuing ISN/CTR staff HR requirements.
- Assist with processing security clearances and other relevant training and on-boarding requirements for all ISN/CTR staff.
- Assist in developing staffing and related costing projections to inform the Office Director’s strategic priorities.
- Assist in developing staff training resources to abide by office, Department, and Federal policies.
- Assist in developing office tools, resources, and policies related to ISN/CTR staffing requirements, including standard operation procedures, trackers, and regular summaries.
- Support relevant Diversity, Equity, Inclusion, and Accessibility (DEIA), and objectives in implementing ISN/CTR’s HR efforts.
- Other duties as assigned by the ISN/CTR Office Director, Deputy Director, and Budget and Admin Team Chief and Deputy Team Chief.
Qualifications:
- Bachelor’s or master’s degree in relevant field strongly preferred.
- Experience with human resources and budget analysis related to contractor hiring and retention is a requirement.
- Previous experience drafting, facilitating, or overseeing PSC, is a plus.
- Previous experience working on third party contracts, including serving as a COR is a plus.
- Previous experience with fellowships, inter or intradepartmental details, or DOS-specific HR mechanisms such as internship programs is a plus.
- Familiarity with DEIA best-practices related to HR is a plus.
- Familiarity with HR processes and a careful attention to detail.
- Ability to communicate clearly and efficiently and work cooperatively with stakeholders at multiple levels inside and outside ISN/CTR.
- Ability to write quickly, precisely, and clearly.
- Ability to work in a fast-paced environment and experience triaging competing priorities.
- Excellent teamwork and problem-solving skills.
- Ability to convince external stakeholders to meet tight and often challenging deadlines.
- Knowledge and demonstrated experience with federal assistance funds, including budget analysis, execution, organization, and management.
- Active U.S. Government Secret-level security clearance strongly preferred.

Personal Services Contractor may be provided a maximum of up to seventy-two percent (72%) against actual costs of their annual health and life insurance premiums. Eligibility for reimbursement requires evidence of enrollment in a qualifying health insurance plan and proof of actual payment of the associated health premiums.
