Investment Officer I - G126 - Columbus Consolidated Government

This position is responsible for the management of the government’s investment funds.

• Oversees the Cash Management Division whose functions includes the investment and cash management of surplus funds in accordance with the City's investment policy.
• Supervises and coordinates the activities of Cash Management Division personnel to include the verification, coding, receipting, and daily depositing of all revenues for various funds.
• Oversees all daily banking activity to include electronic payment processing, bank relations and account reconciliation and making bank deposits.
• Monitors daily market conditions and implements investment strategies; prepares paperwork for investment transactions; posts daily investment activity including purchasing, sells, and payments.
• Prepares daily cash flow forecasts; analyzes cash flow and determines availability of investment funds.
• Develops, recommends, and implements investment strategies; discusses market conditions and portfolio strategies with various brokers and management.
• Prepares monthly investment reports with investment results; reports and analyzes current investment strategies and proposals for future strategy changes.
• Reviews procedures and practices regarding the receipt and custody of government monies; analyzes collection of funds to project future receipts and plan investments.
• Analyzes the debt service schedule to ensure cash is available when payments are due; coordinates investment activity with cash flow needs in regards to debt service funds.
• Prepares quarterly investment activity reports for Government’s Retirement Program; obtains quarterly investment information from Pension Money Managers; analyzes data with activity report by Pension Custodian; analyzes cash flow need for pension bank account.
• Prepares market-to-market report at year-end in compliance with GASB 34; prepares annual reports.
• Performs other related duties as assigned.
