JOB SUMMARY:
Under general supervision of the Meter and Inventory Supervisor, the Inventory Specialist/Service Technician will be primarily responsible for the day-to-day management and coordination of all of the City of Burnet's Public Works Department's supplies, materials, and other inventory. This position will be responsible for both technical and administrative tasks including, but not limited to, ordering, tracking, purchasing, and invoicing for materials and supplies; reporting for budget and supply management; loading and unloading orders, and pulling materials for the divisions to use for their daily tasks, as related to inventory management. In addition, this position will cross-train in the meter division and assist when needed. This is a non-supervisory role that has frequent contact with other employees, supervisors, outside vendors, contractors, developers and the general public.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Coordinates warehouse operations, including, but not limited to, ordering, receiving, inspecting, stocking, storing, and issuing materials, equipment, supplies, merchandise, and other inventory.
- Assists with the development of inventory control program guidelines and policies, reconciliation of inventory records with asset accounting records, and resolution of inventory-reporting discrepancies.
- Maintains an acceptable dollar amount in the categories of dormant and surplus materials and keeps a current listing of emergency materials.
- Responsible for keeping the material inventory at an acceptable dollar amount and turnover ratio.
- Maintains updated manuals, such as the materials management system, federal register, and sales.
- Monitors expenses continually to ensure budgetary alignment and advises supervisor of account status.
- Completes administrative functions efficiently and effectively including completing phone calls or emails to suppliers and customers, creating, printing and/or scanning documentation, report, or form preparation.
- Assists in the creation of Warehouse SOP's, practices, or policies and adheres to those approved.
- Prepares monthly re-cap reports for evaluation purposes.
- Maintains the PCB program which includes records and reports and correspondence with EPA.
- Prepares potential job estimates for review of cost to the City.
- Demonstrates proficient communication skills throughout the scope of duties to ensure efficient job flow.
- Performs and assumes other duties and responsibilities as may be required at the direction of the Meter and Inventory Supervisor and performs the primary thinking called for in this job description.
- Organizes and prepares materials for planned jobs.
- Manages time appropriately to complete all assigned tasks.
- Completes job or task related data entry efficiently and accurately in all assignments.
- Maintains accurate and updated records and files for all tasks related to the position's duties.
- Assists the Electric and Meter Department as needed.
- Assists in the installation, readings, disconnects, re-connects, and re-readings of water and electric meters.
- Utilizes various electronic devices such as cell phones, mobile or hand-held meter reading devices, laptops, tablets, computers, or other similar devices.
- Operates meter and electrical equipment.
- Ensures all duties of the position are completed with the highest level of safety and tests materials or equipment to ensure staff safety.
- Assists with maintenance duties such as tree-trimming, streetlight repair and installation, and other tasks.
- Required to participate in an "on-call" rotation with the Electric Department.
- Ability to work special event, emergency, holiday, weekend, or evening hours as assigned.
- Always maintains and demonstrates professional conduct and appearance.
- Regular and punctual attendance is required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of and ability to apply local, state and federal regulations that apply to department functions.
- Knowledge of safety procedures and potential hazards, of servicing procedures and repair techniques, and of various types of equipment and their related applications.
- Skill in the use of assigned vehicles, tools, equipment, machines, and systems.
- Ability to learn how to use new assigned vehicles, tools, equipment, machines, and systems.
- Ability to perform clerical and technical duties of advanced nature under general supervision.
- Ability to maintain a thorough up-to-date knowledge of the materials management system.
- Ability to comply with policies, procedures, laws and regulations as related to the position's duties.
- Ability to understand and follow both written and verbal instructions of a technical nature.
- Ability to utilize office equipment such as computers, scanners, copiers, and tablets.
- Ability to analyze and resolve problems.
- Ability to read and write.
- Ability to safely operate a variety of light duty vehicles.
- Ability to communicate effectively, both verbally and in writing.
- Ability to perform tasks effectively and efficiently.
- Ability to plan and schedule work and implement directives without constant supervision.
- Ability to present a professional appearance and conduct when representing the City.

ACCEPTABLE EXPERIENCE AND TRAINING:
- High School Diploma/GED
AND
- Two (2) years of warehouse or clerical experience required.
- Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
- Must possess and maintain a valid driver's license with an insurable driving record.
- Must be able to pass the City's Pre-employment screenings including background and drug screenings.

While performing the duties of this job, the employee regularly works both indoors and outdoors in outside weather conditions. The employee regularly works near moving mechanical parts and is frequently exposed to wet and/or humid conditions and vibration. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, chemicals, and risk of electrical shock. The noise level is the work environment is moderate.
