International Cooperative Agreements Program Analysts - George Consulting

Our International Cooperative Agreements Program Analysts support different groups and where each will have different focuses. As this supports an Echelon 2 Activity, Program Analysts are expected to be able to contextualize information in terms of how they support strategic and regional national security objectives, such as those in Combatant Commander Theater Security Cooperation Plans or Department of State regional initiatives. Additional, information needs to be presented to different audiences, to include SES and Flag Officer level, and various DoD and Department of State officials, to obtain buy-in and concurrence.

The International Cooperative Agreements Program Analysts responsibilities will include, but are not limited to:

·         Support Department of the Navy (DoN) and Department of Defense (DoD) security cooperation, security assistance and foreign military sales assessments, staff organization, and administrative requirements. 

·         Able to work independently with limited direction and be self-motivated. 

·         Able to work with other contractor teammates and customers daily. 

·         Able to work closely with customers to ensure deliverables meet their expectations and arrive in a timely manner. 

·         Attend and actively participate in team meetings.

·         Provide International Cooperative programs support to include developing inputs to strategic plans, regional and country summaries, command briefs, process desk guides and other handbooks, metrics reporting, and other internal and external communications documents. 

·         Provide International Agreements (IAs) support to include preparing and coordinating IA staffing packages; tracking the status of international cooperative agreements; providing support for negotiations; reviewing, validating, updating, and documenting the status of potential, in-process, and concluded Ias in SharePoint; developing and submitting IA tracking and reporting summaries by country or program as required, development of related briefings and other presentation materials. 

·         Provide DoD International Agreements policy support, including International Agreements Generator support, DoD International Agreements Neighborhood Watch support, including providing input and promulgating guidance. 

·         Provide Information Exchange Program support to include coordination with U.S. Technical Project Officers; preparation and coordination of International Agreements and Information/Data Exchange Annex (I/DEA) staffing packages; reviewing, validating, updating, and documenting the status of identified, proposed, and established I/DEAs in SharePoint; and developing and submitting I/DEA tracking and reporting summaries by country or program as required; and development of related briefings and other presentation materials. 

·         Provide support and preparations for OSD-level and Navy engagements with foreign partners. 

·         Maintain the International Agreements Division SharePoint site with accurate and up-to-date libraries and records. 

·         Support the development, staffing, and coordination of documentation associated with the Engineer and Scientist Exchange Program(ESEP), as well as tracking of ESEP placement status in SharePoint. 

·         Experience as copy editors, professional research papers, or a Master of Fine Arts degree

·         Ability to look at conflicting view points and to see when pre-existing standard language on the issue is not sufficient, and new language is needed

·         Ability to staff and coordinate a package with multiple stakeholders

·         Willingness to be on-site at Washington Navy Yard (WNY) 2 to 3 days per week

 

THIS POSITION REQUIRES THE ABILITY TO OBTAIN AN ACTIVE DEPARTMENT OF DEFENSE SECRET SECURITY CLEARANCE.

Job Description: George Consulting is seeking a HPC Application Support Engineer to support a classified project in Alexandria, VA. Roles and Responsibilities: The HPC Application Support Engineer will be responsible for the following: • Manage, deploy, and support applications on Red Hat Enterprise Linux (RHEL) • Work with users to customize applications and configure software development, integration, and production environments to specification • Work with HPC vendors to identify hardware and software solutions to meet system requirements • Monitor internally developed applications for impact to system performance and resource utilization • Tune applications to optimize performance and reliability of services across the High-Performance Computing (HPC) ecosystem • Diagnose application problems quickly and effectively • Automate administration procedures for routine and complex tasks • Provide backup HPC system administration support • Coordinate with vendors to resolve software problems • Work with team to define and implement best practices • Able to work independently with limited direction and be self-motivated. • Able to work with other contractor teammates and customers daily. • Able to work closely with customers to ensure deliverables meet their expectations and arrive in a timely manner. • Attend and actively participate in team meetings. Required Qualifications: • Bachelor’s Degree in computer science or closely related field and a minimum of 2 years of experience in Linux/UNIX Systems Administration. • Experience supporting internally developed applications in C, C++, Java, and Python • An equivalent combination of education and experience will be considered. • Ability to identify requirements and to define, plan, and implement requisite solutions • Ability to plan, organize, prioritize tasks, and complete assigned projects with minimal supervision • This position requires an active Top Secret/SCI clearance. • Certifications: Security+, RHCSA or RHCE Preferred Qualifications: • Excellent interpersonal/communication skills, and the ability to work as part of a team • 5 years of experience supporting HPC applications and development environments on RHEL • Experience troubleshooting application execution through resource managers such as PBS Pro and Slurm • Experience with utilities such as Git, Bitbucket, Confluence • An understanding of code review, compilers, and debugging tools including Intel Parallel Studio, GCC, GDB, TotalView • Experience supporting applications based on CUDA, OpenCL, OpenMPI, OpenMP, IntelMPI • Experience using tools such as Nagios, Zabbix, and SNMP to monitor systems, metrics, and create dashboards • Ability to develop and maintain programs and scripts that aid in the operation and automation of administrative tasks and workflows using Bash and Python
