The Virginia Passenger Rail Authority (VPRA) is a political subdivision established by Chapter 1230 of the 2020 Acts of Assembly. VPRA is responsible for promoting, sustaining, and expanding the availability of passenger and commuter rail services in the Commonwealth, including all administrative and fiduciary responsibilities for Virginia's state-supported passenger rail services. The VPRA also funds Virginia Railway Express (VRE) and administers all capital expansion projects, infrastructure, and land acquisitions related to the $3.7 billion Transforming Rail in Virginia initiative, which will double Amtrak and VRE service in Virginia over the next decade. The VPRA acts as a "responsible public entity" for acquiring, constructing, improving, maintaining, or operating a "qualifying transportation facility" under the Public Private Partnership Act of 1995.

VPRA seeks an enthusiastic Internal Compliance Manager to conduct reviews of Virginia Passenger Rail Authority (VPRA) practices as they relate to VPRA internal policy, as well as external sources of law. This position will report findings to the executive team and recommend remedies where nonconformance is discovered. The Internal Compliance Manager will train VPRA employees and officers periodically about compliance requirements. In addition, the Internal Compliance Manager will work with outside insurance consultants and Chief Administrative Officer to help maintain VPRA's insurance coverages and other similar protection plans in which VPRA is enrolled. This position will report to the Chief Administrative Officer and may work from VRPA's office in Richmond or Alexandria, Virginia.
In coordination with VPRA's administration team, the Internal Compliance Manager will:
- Assist VPRA staff in developing internal processes and procedures.
- Conduct regular internal monitoring and reviews (g., Finance, Procurement, Human Resources, Board Governance) to identify potential weaknesses and non-compliance.
- Communicate with department heads and staff and, when required, provide periodic internal training to advise on compliance with applicable laws and regulations.
- Coordinate with VPRA department heads and staff to ensure timely and accurate filing of any periodic reports or other submittals required by VPRA's funding partners.
- Support VPRA in connection with any periodic audits, including audits conducted by VPRA's funding partners.
- Report any concerns regarding VPRA's compliance with applicable laws and regulations to management.
- Recommend actions to be implemented by VPRA department heads concerning noncompliance situations, including developing plans to overcome the noncompliance and efforts to prevent repetition.
- Attend compliance and best practices training.
- Promote a culture of excellence regarding fulfilling requirements associated with VPRA's activities.
Required Education:
- Bachelor's degree in human resources management, business, risk, or related area or equivalent work experience.
Required Experience:
- A minimum of three (3) years of experience working in government or corporate compliance.
- Ability to think through complex situations and solve problems with integrity.
- Ability to handle sensitive business information with the utmost confidentiality.
- Critical thinker, self-motivated with the ability to take the initiative, make sound judgments and recommendations, and monitor follow-through.
- Endurance and agility to work through multiple iterations of work and quickly manage changing priorities.
