About the Job
The County of Riverside's Department of Public Social Services - Children Services Division is seeking five Intake Specialist Trainees for their Central Intake Center located in Moreno Valley, CA. These positions currently offer telecommuting options, telecommuting options are not guaranteed and are subject to business needs. This recruitment may be used to fill future Intake Specialist Trainee positions throughout Riverside County.
The selected candidates will be responsible for receiving and reporting on incidents of child abuse for Riverside County. In doing so, the Intake Specialist Trainees will dispatch heavy phone calls and frequently write incident reports. Additionally, the incumbents will perform other related duties as required.
Competitive candidates will have experience with Child Welfare Services/Case Management System (CWS/CMS), risk assessment, experience working in a call center environment, and possess strong customer service, time management, and communication skills (both written and verbal). Experience with virtual computer applications such as WebEx, Cisco, Jabber and/or Zoom are highly desired. Bilingual candidates are preferred but not required.
Shifts for these positions may include weekend and/or evening hours.
Incumbents in this trainee class are expected to promote after obtaining the necessary experience with satisfactory performance. Failure to promote after six months will result in failure of probation.

EXAMPLES OF ESSENTIAL DUTIES
• Answer incoming calls to the Riverside County Child Abuse and/or Adult Abuse Reporting Line or the Placement Management Unit; upon request, provide callers with general information regarding the child, elder or dependent adult abuse reporting process or placement-related services.
• Provide high quality of service at all times by actively listening to concerns of callers; by determining the appropriateness of Children Services/Adult Services intervention, and/or by referring to relevant internal or community-based resources as needed.
• Accept verbal and written reports of child abuse, elder or dependent adult abuse, neglect, and exploitation allegations from the public and from mandated reporters; organize and transcribe reported information into a standardized, electronic format; and electronically submit to appropriate personnel for response determination and approval.
• Accept verbal and written requests for child placement and/or placement history information; research CWS/CMS for appropriate placement based on the request; issue Emergency Medi-Cal benefits when appropriate.
• Provide referral or placement-related information to social workers or emergency response staff through use of CWS/CMS, telephone/fax equipment, and/or electronic mail.
• Answer calls from CPS staff regarding 1) request for placement, 2) approved placement home information, and/or 3) current child placement information.
• Complete historical research on referral or placement information; complete record checks on placement facilities or alleged perpetrators for prior abuse or criminal activity to alert Children Services staff to potential safety hazards to staff or minor(s); access alternate resources as appropriate to obtain additional information regarding school districts, law enforcement jurisdiction and service regions.
• Complete historical research on situations referred to the Adult Abuse Reporting Line. May also research using other automated systems such as IEVS, MEDS, etc.
• Provide information and accept initial requests for applications for In Home Supportive Services.
• Consult with supervisor and/or attend training (as approved or required) to enhance skills related to the core duties of the position.
MINIMUM QUALIFICATIONS
Experience Required: Two years of work experience involving public customer service in a human services organization. Education in human services or closely related field from a recognized college may be substituted for the required experience based on thirty semester or forty-five quarter units equaling one year of work experience.
Knowledge of: The functions, operations, rules, and regulations of the Department of Public Social Services; Modern office practices and procedures including filing, record keeping, and operating standard office equipment; Proper English language usage and grammar.
Ability to: Learn the techniques and procedures involved in the Riverside County Child Abuse Reporting Line or Placement Management Unit including use of CWS/CMS statewide database, and a complex telephone operating system. Accomplish tasks in a controlled and competent manner while working in a stressful environment; Follow oral and written directions quickly and accurately; Establish and maintain effective working relationships with other employees, DPSS personnel, law enforcement, district attorney personnel, and the public; Complete assigned clerical tasks with accuracy and speed.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
