Provides leadership and management to inpatient departments. Collaborates with the Tahlequah Campus Nurse Manager, Senior Director of Nursing, and the Medical Directors to provide leadership, direction, organization, and general management of all aspects of patient care and departmental functions. Ensures availability for emergencies in person, electronically, by phone, or by a qualified delegate 24 hours a day.
Job Duties:Routine duties shall include providing health care services to individuals eligible for services in accordance with the self-governance compact and funding agreement between Cherokee Nation and the United States executed under the authority of the Indian Self-Determination and Education Act. Practices only within the boundaries of competence, based on documented education, training, supervised experience, state and national professional credentials, and appropriate professional experience. Oversees the Inpatient Nurse Supervisor(s) to ensure that the day-to-day nursing services provided in the departments and at the bedside, maintain compliance with established standards of care and procedures, including safety, infection control, quality improvement, and other regulatory requirements are of scope, quality, and quantity consistent with Cherokee Nation policies. Oversees and supervises the day-to-day nursing activities provided to the patients in the assigned departments. Assures the completion of performance evaluations on employees from the assigned departments. Prepares and presents monthly reports as directed. Assists in managing, monitoring, and developing assigned departmental budgets (i.e. both Urgent Care and Emergency Departments). Implements activities necessary to meet the nursing service goals and objectives of the assigned departments. Serves as a role model to the nursing staff employees and maintains a good working knowledge of accrediting agent requirements. Identifies developmental and training needs of the employees. Remains informed and up-to-date on all aspects of nursing care policies and procedures pertinent to the unit and nursing departments. Actively seeks opportunities to inform staff members of relevant issues and practices affecting the nursing care of patients. Oversees Performance Improvement activities for assigned departments and reports those activities to the Performance Improvement Committee and the Senior Director of Nursing. Develops policies, procedures, unit goals, and objectives in compliance with accrediting agencies and other regulatory standards for all assigned departments. Provides leadership to the teams by generating and encouraging innovative ideas and solutions to problems or processes. Attends all mandatory meetings or sends a representative. Completes other assigned duties in support of the Cherokee Nation mission. Ensures efficient and effective work schedules for all assigned departments. Monitors and approves time for employees for all assigned departments. Collaborates and coordinates with other nursing leadership, with the leadership of diagnostic and therapeutic departments to ensure availability, quality, and effective use of service. Assumes accountability for patient care administered by registered nurses, licensed practical nurses, nursing assistants, and nursing students. Provides technical guidance, delegation, and direction to other registered nurses, licensed practical nurses, nursing assistants, and nursing students. Oversees staff to ensure there are adequate supplies and equipment as well as general upkeep of the unit, and a patient safe environment is maintained. Maintains and promotes professional growth for self and other staff members. Maintains and promotes positive personal work habits, interpersonal skills, and public relationships with employees, administration, medical staff, patients and families, and Cherokee Nation leadership. Leads and promotes staff of both departments by encouraging, rewarding, coaching, and administering disciplinary action as appropriate. Maintains overall accountability/responsibility for staffing the departments during all hours of operation. Maintains verifiable records at an institution or facility that has a published records retention policy that is equal to or exceeds the retention required by federal, tribal, and/or state regulations. Maintains the confidentiality of any information received from any person or source about a client/patient, unless authorized in writing by the client/patient or required by law or court order. Complies with applicable state and federal regulations regarding the security, safety, and confidentiality of any health services records created, maintained, transferred, or destroyed whether the record is written, taped, computerized, or stored in any other medium. Renews licenses, certifications, and specialty designations before the expiration date. Provides Human Resources with a copy of all licensures, certifications, renewal of licensures, and certifications upon receipt thereof. Surgical Services: Required to be on-call on a rotating basis including evenings, weekends, and holidays. Other duties may be assigned.
SUPERVISORY RESPONSIBILITIES
Manages two (2) to three (3) subordinate supervisors who supervise a total of twenty-five (25) to seventy-five (75) employees in the Nursing Department. Is responsible for the overall direction, coordination, and evaluation of this unit. Carries out supervisory responsibilities following the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Qualifications:EDUCATIONAL REQUIREMENT
Bachelor’s degree in Nursing from a 4-year college or university; no substitutions.
EXPERIENCE REQUIREMENT
At least four (4) years of experience in a related field. Prefer three (3) to five (5) years of supervisory experience.
COMPUTER SKILLS
An individual should know Database software, Department Software, Internet Software, Human Resource Software, Payroll systems, Spreadsheet software, and Word Processing software.
CERTIFICATES, LICENSES, REGISTRATIONS
Must possess a valid driver's license with a driving history verified through a motor vehicle report that meets the requirements for Cherokee Nation underwriting rating. Must possess and maintain a license as a Registered Nurse (RN) issued by the Oklahoma Board of Nursing, or a multi-state license accepted by the Oklahoma Board of Nursing, no substitutions. Must maintain license throughout employment. Must be certified in Basic Life Support (BLS) and maintain throughout employment. Can be obtained during orientation. Must be certified in Advanced Cardiac Life Support (ACLS) and maintain throughout employment. If not certified, ACLS certification must be obtained within six (6) months of hire. All Departments, except for the Obstetrical Department, must be certified in Pediatric Advanced Life Support (PALS) and maintained throughout employment. If not certified, PALS certification must be obtained within six (6) months of hire. Obstetrical Department – Must be certified in Neonatal Resuscitation Program (NRP) and maintain throughout employment. Can be obtained during orientation. Must be certified in the National Institutes of Health and Stroke Scale (NIHSS) and maintain throughout employment. If not certified, NIHSS must be obtained within six (6) months of hire.

The employee must not be and will not be under sanction by the United States Department of Health and Human Services Office of the Inspector General (OIG) or by the General Services Administration (GSA) or listed on the OIG's Cumulative Sanction Report, or the GSA's List of Excluded Providers, or listed on the OIG's List of Excluded Individuals/Entities (LEIE). Maintains HIPAA compliance and confidentiality at all times and protects all personal health information as it relates to patient data. Must meet and maintain pre-employment and periodic background investigation and adjudication for childcare.
