This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located with the JBLM S-6 Information Management at Joint Base Lewis-McChord, Washington. Responsibilities Serve as the Primary Staff Officer, Brigade S-6, and senior advisor on all information technology (IT) matters. Function as the Program/Project Manager on all matters relating to planning, programming, installation, maintenance, and training of new IT/Telecommunications systems, vulnerabilities, and threats to computer systems. Manage and administer the Information Management program. Serve as the principal advisor to S-6 information technology personnel to manage the architecture, development, design, test and validation of specific application requirements. Oversee the management and daily operations of all automation systems, to maintain and ensure security of Brigade information on sensitive worldwide operations and projects. Serve as the Brigade authority on all complex IT/communication systems and user unique computer security systems. Identify or develop associated requirements, to include hardware configurations, types, and extent of data access, system and data security and protection, interface and interoperability with other networks and system architectures. Provide solutions to meet security requirements, based on the unique needs of the organization and mission requirements. Develop, analyze and interpret new or revised policies and objectives, to determine impact on current organization goals. Oversee and manage technical vulnerability testing and network assessments. Collaborate with applicable installation security personnel within the Department of Army, in the management of computer incident documentation and notification. Oversee IT staff to assign work and ensure completion within required timeframes; manage staff to ensure appropriate progress of work; review assignments for accuracy; and accept, modify or reject work of Brigade S-6 personnel. Basic Requirement for Information Technology Specialist (Policy and Planning): Specialized and Other Experience: One year of specialized experience which includes 1) Preparing information technology policies and/or plans that influence the accomplishment of an organization's information technology mission, program, and/or project requirements; 2) Serving as a technical source of information concerning an organization's information technology activities; 3) Ensuring organizational compliance with policies, procedures, rules, or regulations governing information technology or cyber-security; and 4) Coordinating information technology issues with customers. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.
