BASIC PURPOSE
The IT Project Manager is responsible for providing professional management and delivery of technology related projects within the Information Technology Department and across various functional areas in the organization. Has overall responsibility for managing the full life cycle of the project, which includes scope, cost, schedule, internal staffing, outside vendors, and contractual deliverables. Typical duties include managing the project and scope with product owners to prioritize enhancements. Expertise required in technical project management, with a proven ability to manage milestones and deliverables and drive results. The ideal candidate will be self-motivated with a positive attitude working in a team environment and fostering communication, collaboration and customer service.
ESSENTIAL FUNCTIONS
- Manage customer expectations for project deliverables, stakeholder communications, and ensure an effective execution of project governance.
- Collaborate with other Project Managers in the agency and externally to estimate time and resources required to complete the project.
- Create cutover plans and facilitate go-live events.
- Manages the design, development and implementation of projects to include, but not limited to, gathering and defining the project requirements, obtains staffing requirements, and forms project teams.
- Ensures all projects are delivered on time, within scope and within budget.
- Develops project scopes and objectives, involving all relevant stakeholders and ensuring technical feasibility.
- Develops and maintains detailed project schedules to track progress.
- Manages the relationship with the client and all stakeholders; establishes and maintains relationships with third parties/vendors.
- Organize and communicate information to key stakeholders; provide weekly status reports, and communicate milestone progress.
- Participates in panel discussions and presents at industry conferences and seminars.
- Keeps abreast of latest technology products and trends that could impact the public transit industry.
- Ensure adherence to project standards, methodologies and best practices.
- Conduct quality assurance reviews and audits.
- Identify and resolve project problems and conflicts.
- Perform project closure activities and document lessons learned.
- Other duties as defined.
MINIMUM QUALIFICATIONS
- Education: Bachelor's degree in Information Technology, Management of Information Systems, Computer Information Systems, Computer Science, or closely related field. A Project Management Professional (PMP) or equivalent project management certification is preferred. Will consider an equivalent combination of education and experience sufficient to successfully perform the essential duties.
- Experience: At least 3 years' experience in managing, tracking and monitoring several projects at a time.
- Career focus on IT Infrastructure, Architectures and Systems (cabling, network, servers, etc.)
- Familiarity with project management tools and software (MS Project, Jira, MS Office, MS Visio, SharePoint)
- License Requirement: Must have, or be able to obtain, a valid Florida Driver's License.
KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of: Transit operations, Management of Information Systems, Project Management processes, strategies and methods. Trends involving technology in public transportation industry or demonstration projects. Principles of time management and budget management. Research methods and techniques. Systems or Information Technology concepts and practices. Database management systems and applications. Contracting procedures. Federal and State regulations affecting public transportation.
- Skilled in: Using computer and related software applications. Managing one or more small-scale projects simultaneously. Explaining complicated and technical information in simple, non-technical language, both verbally and in writing. Prioritizing work processes and projects. Exercise initiative and creativity in the improvement, development and implementation of projects. Confer with user representatives and outside vendors on operations and project technical problems. Develop and maintain good interpersonal skills regarding teamwork, cooperation, motivation and listening. Communicating in order to interact with coworkers, supervisor and the general public at a level sufficient to exchange or convey information and to receive work direction.
- Abilities: Must possess excellent communication skills, including the ability to work with other divisions, teams, and provide support as needed. Must exhibit resourcefulness and ability to work independently, as well as in diverse multi-disciplinary teams on multiple tasks with frequent interruptions. Must maintain confidential information and prepare clear, concise and complete reports and correspondence. Must be able to exercise good judgement. Must embody the department's values of communication, collaboration and customer service in day-to-day performance of job functions.
PHYSICAL DEMANDS
- Sedentary Work: Constant 75% exerting 10 lbs., Light Work (0-20 lbs.) and Medium Work (20-50 lbs): 25% of the time.
- Fine hand manipulation, pinching, picking, typing, feeling, grasping, repetitive motion, and seat work: Constant 80% (6.5 or more hours).
- Bending, squatting, stooping, balancing, climbing, reaching overhead, prolonged standing and/or walking approximately 25% of the time.
- Crawling, crouching, kneeling, twisting/turning: Rare 0-5% (less than one hour).
- Near Acuity: ability to see at 20 inches or less: Constant 80% (6.5 or more hours).
- Far Acuity: ability to see at 20 feet or more: Constant 80% (6.5 or more hours).
- Color Vision: ability to distinguish and identify colors: Constant 80% (6.5 or more hours).
- Oral Communication: ability to verbally communicate: Constant 80% (6.5 or more hours).
- Hearing: ability to understand and process auditory information: Constant 80% (6.5 or more hours).
- Driving/standing/walking: Occasional 1-2 hours per day.
- Sitting: Constant 80% (6.5 or more hours).
ENVIRONMENTAL CONDITIONS
- Inside environmental conditions: Constant 70% (5.5 or more hours).
- Noise: Exposure to intermittent levels above the ambient noise level.
- Hazards: The inside environmental working conditions with protection from weather conditions. There is dust exposure that could affect the occupational health of the employee.
