DESCRIPTION:

Oversees the Impacts Program. Works closely with emergency rooms and jails to identify individuals who are cycling through the county jail and whom are high utilizers of behavioral health services, specifically high utilizers of emergency rooms. Supervisor will gather data, submit reports, and oversee/distribute client specific funds. Additionally, Supervisor will provide behavioral health assessments and related treatment as indicated and provide supervision/coordinate care with the Impacts Skills Trainer and Certified Recovery Worker/Peer Support Specialist.

Depending upon location, this position is supervised by a Clinical Supervisor.

Supervision Exercised:

This position oversees the Impacts Skills Trainer and Certified Recovery Worker/Peer Support Specialist.

RESPONSIBILITIES:

Work closely with jails and emergency rooms to establish processes to collect data.
Collect, record and track data as needed for all reports.
Work closely with Morrow County LPSCC Coordinator to establish solid reporting practices.
When a individual is identified as qualifying for participation in the Impacts Program, Supervisor will enter individual into the Impacts Program. If individual is not enrolled in behavioral health treatment, Supervisor will work with treatment provider to enroll and monitor care and connect the Impacts Program Skills Trainer and Certified Recovery Worker to the individual to provide specific treatment and supports geared towards reducing jail bookings and emergency room utilization.
Provide clinical services to adults enrolled in the Impacts program. This would include but is not limited to screening, assessment, individual and group therapy, consultation, and all other allowed clinical services.
Actively participate in joint case planning and coordination with agency employees and relevant agency contractors. Act as a liaison between clients and other agencies. Act as a client advocate when appropriate.
Actively participate in group and individual supervision sessions.
Work with other staff and community representatives to initiate new programs, reviews, evaluates and revises existing programs as necessary.
Provide clinical supervision and oversight on a daily and regular basis to assigned employees. Ensure that care is of the highest clinical standards and consistent with CCS philosophy and policy.
Ensure that assigned supervisees are apprised of current evidence-based practices (EBP’s), implements EBP’s, and ensures that the agency is meeting or exceeding standards of good clinical outcomes.
Ensure that all paperwork by the clinical staff is completed in a professional and timely manner and provide supervision when this goal is not being met.
Ensure that the quality of clinical work is superior and completed in a professional manner and provide supervision when this goal is not being met.
This position recruits, hires and trains new staff. They provide supervision and conduct performance evaluations. They follow policies for employee discipline and termination when necessary. Works to resolve conflict as appropriate and provides positive leadership.
When necessary, in consultation with Clinical Director and/or the Executive Director, engage in disciplinary actions.
Report all cases of abuse or neglect to the proper agency or ensure that all cases are reported. Provide follow up and completes all investigative reports when required, as well as implementing safety plans.
Provide utilization management for adults and children needing to access higher levels of care.
Schedule and participate in meetings with other agencies to ensure continuity of service delivery and ensure that CCS is highly regarded by other community partners.
This position will maintain a caseload. This position will provide quality individual, group and family counseling services. Ensure that all paperwork is professional and timely.
Follow the grievance process for customer complaints and work diligently to resolve complaints.
Ensure that the agency is meeting or exceeding all of the requirements for the relevant OAR’s, as well as the clinical contractual requirements as required by Greater Oregon Behavioral Health (GOBHI) and other mental health organizations.
Ensure that clients are scheduled in a timely manner.
Responsible for ensuring clinical staff coverage by overseeing vacations, sick leave, training, etc.
Work with contracted prescribers to put together schedules and ensure that the service delivery is well coordinated for prescribers and the customers they see. Consult with prescribers to coordinate medical treatment.
Work with Quality Assurance Coordinator to ensure that clinicians are meeting quality assurance standards.
When requested, participate in internal administrative meetings. Hold regular clinical staff meetings.
Communicate with members of the public to coordinate work programs, inform the public about our services, and speak with groups about our services and/or specific areas of mental health and alcohol/drug programs.
Serve on various boards or committees in the community as it relates to program services.
Oversee training for Impacts Program Skills Trainer and Certified Recovery Mentor.
Participate and attend on-going trainings, conferences and workshops, when needed or requested.
Complete evaluation surveys, as requested.
Recognize role as a mandated reporter and report any problematic issues.
Ensure accurate, timely and complete documentation of all documents and subsequent data entry when required.
Participate as requested in supervision.
Adhere to all program policies and procedures.
Provide transportation to clients when recommended to assist client in access to services or when providing mentoring activities in the community.
Communicate regularly with supervisor and other members of the team, and take constructive feedback regarding mentoring activities.

Requirements:

QUALIFICATIONS:

Education and/or Experience:

Master’s degree from an accredited university in psychology, social work, or other human services related field and have five years of experience in the delivery of clinical services.

Certifications:

No certifications are required for this position.

Must have the ability to present and exchange information internally across teams and co-workers, and externally with customers and the public. Information communicated ranges from routine/basic to complex and confidential information.
Must hold a valid drivers license and be insurable or carry insurance for client service purposes and for travel between business offices, the community, and to attend required meetings and/or trainings. Must pass all criminal history check requirements as required by ORS 181.536-181.537 and in accordance with OAR 410-007-0200 through 410-007-0380.

PHYSICAL DEMANDS:

While performing the essential duties of this job, the employee is regularly required to use office automation including computer and phone system that requires fine manipulation, grasping, typing, and reaching. Sitting for several hours reviewing reports and other written materials, and talking on phone. This position may occasionally be required to lift up to fifteen (15) pounds. Incumbent will occasionally have to reach, bend, kneel and squat when adjusting equipment or retrieving supplies.
The employee should possess a valid driver’s license for vehicle travel between business offices and to attend required meetings and/or trainings.

WORK ENVIRONMENT:

Work is performed in an office environment and in many community settings such as schools, other public agencies and community groups in a variety of locations. The noise level is usually moderate, but occasionally may be exposed to loud noise such as raised voice levels and alarms.
This position is exposed to the everyday risks or discomforts which require normal safety precautions typical of such places as an office (i.e., moving mechanical parts, airborne particles, and electrical shock).
