General Position Summary
Administers policies, programs, and procedures in human services contract management. Completes tasks according to established policies and procedures, works independently with limited supervision, and contributes through knowledge, skills, and good work habits. Effectively communicates with a highly diverse population, including residents and contractors who speak Spanish, Vietnamese and other languages.
Essential Functions
- Supports and models the identified vision, values and behaviors of the organization, including the City's commitment to social equity and inclusion.
- Monitor and evaluate programs for progress, outcomes, fund expenditure and contract compliance.
- Assist HS Manager with annual monitoring (audit) of program contracts and provide project evaluation, including fiscal monitoring to ensure compliance with contract requirements and verify service reports.
- Assist with facilitation of the regional, bi-annual application/allocation process in partnership with the 16-city consortium.
- Conduct technical and financial review of all applications.
- Provide technical/project management assistance to actual and prospective CDBG applicants.
- Determine eligibility, benefit, feasibility, federal threshold requirements, King County Consortium requirements, and consistency with the City of Burien Human Services Priorities, Comprehensive Plan, and PROS Plan for Community Development Block Grant possible recipients (CDBG).
- Develop and negotiate, prepare and administer contract agreements for the following: public services and internal City Capital projects. Assist agencies in completing their projects and meeting their contractual responsibilities.
- Review, approve, and submit invoices for payment to agencies. Ensure contract requirements are met prior to payment.
- Oversee all records associated with agencies the City funds including reports, approval of insurance, contracts, correspondence, and project information.
- Coordinate with King County Consortium staff to monitor and enforce CDBG contract provisions on assigned CDBG projects.
- Track and monitor opportunities to apply for grants in support of the City's goals; serve as the primary grant writer and project manager for any funds secured.
- Negotiates contractor funding and prepares and administers those contracts including developing scope of work, reporting form, invoice, and contract.
- Assist Human Services Manager in producing required reports, forms, and news publications.
- Work with other jurisdictions on contract management. This includes administration of joint contracts and creating reporting forms, as well as working with finance staff on account reconciliation.
Education and/or Experience
- Bachelor's degree from an accredited college or university with major coursework in Social Services, Law and Social Justice, Public Administration, or related field plus 3 years responsible experience in project management, policy and program development ideally including management of human services programs implementation OR a combination of education, training and practical experience which provides an equivalent background required to perform the work of the position.
- Experience working for a municipal organization is strongly desired.
