This position is located at Consumer Financial Protection Bureau, HUMAN CAPITAL. As a Human Resources Specialist (Staffing Consultant), you will serve as a technical advisor on a wide variety of human resources management areas such as: staffing and placement, recruitment, classification, and position management.
Responsibilities
As a Human Resources Specialist (Staffing Consultant), you will:
- Perform the full operational range of staffing services. Collaborate with hiring managers to identify position requirements and competencies. Develop and administer applicant assessments; provides training and guidance to SMEs for the evaluation of assessments; and work with BFS to apply the results of assessments to develop referral certificates. Post vacancy announcements, perform minimum qualifications reviews and issues certificates of eligibles; consult with compensation team on pay settings. Audit the staffing and selection process for compliance with accepted practices and regulations. Develop structured interviews, trains hiring managers and SMEs, and assist managers with final selections. Maintainsthe staffing case file in accordance with records management guidance.
- Research HR laws, policies, regulations, and reference material, analyze information, select appropriate approaches, and recommend specific action. Provide staff level technical advice and assistance to all levels of management officials within the assigned organizations on complex human resources management issues or problems impacting their workforce. Analyze existing and new U.S. Office of Personnel Management (OPM) human resource management policies and directives impacting the delivery of HR services.
- Provide end-to-end recruitment and placement advisory and operational services for assigned division or office. Strategize with managers to identify hiring priorities for the fiscal year; develop and implement plan to fulfill priorities; and manage all aspects of the hiring and selection process. Ensure offices are not surpassing their FTE allocation, manage over hires, and guide and provide interpretation on the over hire policy.
