Duties
- You will advise employees or managers on the position classification appeal process.
- You will advise hiring managers on the procedural and regulatory requirements governing the recruitment process.
- You will review personnel actions in progress to ensure adherence to policy and compliance with negotiated agreements.
- You will analyze the duties of a position to determine the correct title, pay plan, series, and grade level.
- You will coordinate with customers (e.g., Operations Center, Managers, Human Resources Offices, other organizations) to resolve issues with recruitment actions.
- You will advise managers on multiple human resources functions (e.g., recruitment/staffing, pay setting, reduction-in-force).

Qualifications
FOR THE GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying complex civilian recruitment and placement and classification concepts, practices, regulations, precedents and procedures; 2) Directing managers on the use of special recruiting authorities (e.g., veterans, direct hire) and strategies; 3)Collaborating with management officials to write and review position descriptions 4) Providing advisory, guidance, and training to managers and command personnel on the hiring process; 5)Use of electronic personnel databases, systems and reports 6)Assessing organizational needs regarding succession planning and recruitment.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying recruitment and placement laws, regulations, policies, and practices to solve recruitment and placement issues; 2) Experience using a variety of recruiting authorities; 3) Collaborating with management officials to write and review position descriptions, providing advisory and guidance to managers and command personnel on the hiring process; and 4) Using electronic personnel databases, systems and reports. GS-11:
Successfully completed a Ph.D. or equivalent doctoral degree
OR
Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree
OR
LLM Degree that is related to this position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience.
GS-09:
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR
Possession of an LL.B. or J.D. that is related to this position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience.
