Human Resources Manager
Location: San Leandro, CA (Hybrid options available; three days per week onsite)
Reports to: Principal
Job Summary:
Service West seeks an experienced and detail-oriented Human Resources Manager to lead and enhance our HR operations. This role involves managing recruitment, compliance, benefits administration, training programs, and employee relations while collaborating closely with payroll, operations, and safety teams to ensure seamless organizational functioning.
Key Responsibilities:
Recruitment and Onboarding
- Manage the recruitment process, including job postings, candidate screening, and interview coordination.
- Ensure timely and accurate onboarding, including background checks, I-9 verification, and E-Verify compliance.
- Maintain and regularly update the new hire tracker, ensuring clear communication on candidate progress.
Employee Relations and Compliance
- Serve as the primary resource for employee concerns, fostering a positive and productive workplace culture.
- Address disciplinary actions, employee grievances, and performance improvement plans in compliance with labor laws and union agreements.
- Ensure compliance with California labor laws, federal regulations, and company policies.
Training and Development
- Coordinate employee training programs, including mandatory certifications and compliance training.
- Track and document training completions to ensure compliance with internal policies and state regulations.
- Collaborate with the Safety Manager to develop and deliver safety-related training and initiatives.
Benefits Administration
- Oversee annual benefits renewals and open enrollment processes in partnership with the benefits broker.
- Provide employees with guidance on benefits, including 401(k), health insurance, and other offerings.
- Ensure benefits records are updated and accurate for all employees.
Collaboration with Payroll
- Work with the Payroll Manager to resolve employee timekeeping discrepancies and track sick leave, time-off requests, and other payroll-related issues.
- Ensure proper documentation and communication of wage changes, union updates, and compliance with minimum wage requirements.
Union and Wage Management
- Liaise with union representatives to manage new hires, rehires, and apprenticeship level updates.
- Monitor union contract requirements, including scheduled wage increases and compliance with agreements.
- Ensure all employee wage rates meet or exceed state minimum wage requirements.
- Experience working with unions is highly preferred.
Operations and Safety Integration
- Partner with the Operations team to address staffing needs, training requirements, and compliance with safety standards.
- Collaborate with the Safety Manager on the following:
- Incident Reporting and Workers' Compensation Claims: Ensure accurate documentation and timely submission of injury reports.
- Return-to-Work Programs: Develop and implement modified duty or accommodation plans for employees returning from injury.
- Disability Claim Management:
- Coordinate the administration of disability claims, including completing necessary paperwork for state disability insurance (SDI) and workers’ compensation.
- Track employee absences, maintain communication with employees on leave, and update relevant parties on return-to-work timelines.
- Work with the Safety Manager to ensure compliance with OSHA and local regulations regarding workplace injuries.
- Maintain and update a disability tracker to monitor claims and ensure all documentation is stored securely and accurately.
Event and Culture Initiatives
- Plan and execute employee engagement events, such as holiday parties, summer picnics, and town halls.
- Manage charitable donations and sponsorships for community outreach efforts.
Compliance and Reporting
- Prepare and submit required reports, including EEOC filings and workforce analytics.
- Oversee unemployment claims and ensure proper documentation for employment verifications.
- Maintain accurate and secure records for audits and compliance reviews.
Qualifications:
- Bachelor’s degree in human resources, Business Administration, or a related field.
- Minimum 5 years of HR management experience, preferably in a unionized environment.
- Familiarity with HRIS systems, with Paylocity experience, is strongly preferred.
- Strong understanding of California labor laws, compliance standards, and payroll processes.
- Excellent organizational, interpersonal, and communication skills.
- Spanish speaking preferred but not required.
- Proven ability to collaborate across departments, including payroll, operations, and safety teams.
