Position Description
This Human Resources (HR) Manager provides oversight of the HR administration, benefits and salary administration, payroll processing and regulatory compliance. This position works under limited supervision and is responsible for HR functional areas within a multi-state environment, to include but not limited to: Affirmative Action Plans (AAP); employee relations; salary administration; performance management; corrective actions; separations; workers' compensation; HR-related training; in-house leave management/FML; unemployment hearings; job description database; personnel records management; and compliance with Federal, State, and County laws.
Interprets policies and coaches management. Participates in managing the employee handbook and updates. Responsible for maintaining an up to date knowledge of employment law as it pertains to the above and recommends/implements changes as appropriate. Works as business partner to meet CU's goals.
Position also requires the ability to cross train and function as the back up to the VP of HR & Organization Development for all areas when needed.
Position Responsibilities
- Oversees the Process payroll on a bi-weekly basis. Maintains confidential payroll and salary records
- Serve as Administrator for Payroll, Performance Management and Benefits/401k system(s)
- Manages all compensation analysis and annual compensation reviews.
- Manages employee benefits to include medical, dental, vision, STD, LTD, Life Insurance, Flexible Spending Accounts and Wellness Program. Conducts NHO (Benefits) as needed
- Administers Smart Benefits and transportation benefit programs
- Completes and submits regulatory compliance reports such as EEO1, Vets4212 and AAP. Creates various reports as requested by management
- Writes and maintains updated polies and procedures for Human Resources and Organizational Development.
- Responsible for attending required compliance and regulatory training. Responsible for compliance with all Federal regulations including Bank Secrecy Act (BSA) and Office of Foreign Assets Control (OFAC)
- Ability to handle highly confidential and private information is required

Position Requirements
- High school diploma required. Bachelor's degree in human resource management preferred.
- PHR/SPHR or SHRM certification required.
- 5+ years' experience payroll, compensation, employee relations, coaching, counseling, compliance and benefits administration.
- Management of an AAP preferred.
- Experience with in-house leave management/FMLA.
- Experience with regulatory compliance (ex: I-9s, HR files, employment posters, records retention).
- Excellent presentation and communication skills with the ability to interact with all levels of management.
- Experience with Word, Excel, PowerPoint, and HR systems (Compease, Payroll Network, iSolved);
- Excellent knowledge of employment law in a multi-state environment (Federal, State, local) with continuing education in this area (webinars, seminar).
- 5+ years' experience in preparing for and participating in unemployment hearings preferred.
- Financial institution experience preferred.
