ASR International Corporationhas an exciting opportunity for a Human Resources IT/Data Analytics Specialist position working as part of our team supporting The Department of Navy’s (DON) Office of Civilian Human Resources (OCHR). OCHR performs the tasks and functions necessary for meeting the agency’s and the Navy’s mission in recruitment of qualified personnel.
The OCHR is the authoritative source of civilian human resources strategic and technical expertise for Hire-to-Retire process to enable the recruitment of the right talent for the mission of the DON. The strategies, policies, business processes, and systems developed/implemented and managed by the OCHR affect the entire DON civilian workforce and ultimately support the military war fighter.

Job Description/Responsibilities:
- Collaborate with OCHR on DON HR issues to propose, develop, and advance appropriate legislative, regulatory and policy initiatives, processes and DON-wide HR improvements.
- Ensure IT systems and applications are compliant with DON IT policy and HR Functional Area Managers requirements.
- Run existing reports and creates new reports based on requirements to support OCHR and DON HR objectives. Communicates with customer results of analysis and recommendations to support stated customer objectives. Assists in development of formal products.
- Provide guidance and training to junior staff in areas of DON HR processes and policy as well as use of DON HR information systems used to execute requirements.Develops formal products for communication to OCHR leadership based on analysis results.
- Document processes and procedures used to develop Analytics products and analysis. Acts as a functional expert for DON HR data.
- Pull data from various data sources in order to assist in the development of ad hoc analyses, reports, and presentations as required, consistent with the level of effort and as approved by the OCHR Contracting Officer’s Representative. Associated tasks will include providing HR performance metrics for performance dimensions such as quality, timeliness, quantity, and other DON HR report requirements.
- Perform data analysis for specific programs or projects and develop presentations including graphs and charts in format requested by customer. Conduct studies upon data to generate accurate predictive models using DON provided software such as SPSS or other data modeling tools. Translate results of models into presentations and reports into approved formats for presentation to leadership.
- Conduct operations research to include assessments, data modeling, and performance measurements as well as identifying trends and metrics related to the Department’s workforce.
- Design and administer system analysis projects that encompass “end to end” processes affecting multiple organizations. Provide effective analysis and reports on a wide range of projects within defined time and scope parameters.
- Provide SharePoint portal content management, maintenance, customer service, webpage presentation development, portal training, and portal registration procedures for authorized users. Maintain the integrity of the private portal and public website to ensure content is accurate and reflects the organization's goals and mission. Ensuring the portal is in compliance with NETWARCOM, SECNAV, DON CIO and DONAA policies and regulations for hosting content, securing PII information, and implementing new functionality.
- Analyze SharePoint environment for process improvement and use of Best Practice techniques. Maintain portal request forms and documentation. Support rollout and implementation of design changes and upgrades. Manage user permissions, assist with registration tools for client events and training, and respond to trouble tickets submitted by SharePoint portal users.
- Must be a U.S. Citizen with the ability to obtain security clearance and clearing necessary background checks/assessments as required. Active high-level Security Clearance desired.
- Minimum Education: High School Diploma or equivalent, Bachelor’s Degree preferred.
- Target Experience: At least 7 years of proven ability in developing strategic assessments, activity and data modeling, and performance measurements. Extensive experience analyzing data to meet project and program objectives with specialized focus on government hiring and HR functions. 3 years of analyzing data to meet project and program objectives.
- At least 1 year experience as a report author using Business Intelligence software (Cognos, SAP, Business Objects) or writing SQL queries.
- Demonstrated capabilities in various organizational disciplines in business, large scale operations, and human resources management conduct as well as program workforce and workload analyses to support Diversity, Equity, and Inclusion (DEI) activities.
- Executing, directing, or managing the delivery of civilian federal human resources services involving oversight of automated personnel information systems and ensuring compliance with governing laws and regulations.
- Have the ability to communicate effectively with all levels of military and civilian personnel.
- Proficiency in Microsoft Office Suite (Teams, Word, Excel, PowerBI, PowerPoint) and IBM Cognos.
- Desired Certifications: Security Plus Certification or equivalent (to ensure computer security), IBM Cognos Certification, Designer/Developer/Administrator/Solutions Expert.
