Arlington County's Department of Human Services (DHS) Human Resources Bureau is seeking an experienced senior level Human Resources (HR) Business Partner to join the Human Resources Bureau that supports talent management within a diverse workforce. This HR Business Partner will serve as a resource within the department, using their HR Business Partner experience in employee relations, human resources management, classification & compensation, employee development, organizational development, and staff recruitment to support more than 250 employees from the full range of HR/OD functions of on-boarding to leaving the organization. A day in the life: A typical day in this role involves providing strategic and tactical leadership guidance, executing on people initiatives, providing internal customer support, advising and coaching employees and leaders through development and performance matters, and driving HR & OD functional excellence and process improvement. Responsibilities also include partnering with leaders at multiple levels of the organization to develop forward-looking goals and actions focused on the employee experience and operational objectives. Responsibilities Specific duties include: Reviewing, analyzing and drafting recommendations relating to classifications, special pays, compression/equity studies, to include using data and metrics to identify trends, anticipating business needs, and implementing action plans focused on employee experience and organizational strength; Developing and facilitating training on various Human Resources topics to staff and managers while supporting OD programs; Managing recruitments for assigned divisions to include assisting managers with the recruitment life cycle and position classifications processes; Creating and fostering a diverse, equitable and inclusive environment for all employees putting an emphasis on change management; Holding management accountable to equitable selection, retention, and development of their employees; Facilitating performance management initiatives and providing guidance on appraisal procedures; Providing developmental coaching and feedback to leadership, including managing difficult employee issues and delivering organizational goals; Examining situations thoroughly, checking for and mitigating personal biases, and making high-judgment decisions that align with the intent of policies and minimize risk; Ensuring fair and consistent application of all County policies and compliance with laws and regulations; and Serving as a department liaison to the HR Department and working with the County's Disability Resource Coordinator to ensure proper ADA accommodations are in place for employees and potential candidates. The ideal candidate will possess strong oral and written communications skills, conflict management expertise, and the ability to build partnerships and collaborate with a variety of internal and external business partners on selection efforts as well as recruitment, sourcing, and/or outreach efforts for a variety of positions. The successful candidate will have experience identifying and executing innovative solutions to difficult organizational challenges in recruitment and selection and professional standards that impact recruitment and selection practices. Qualifications Minimum: Bachelor's degree in Human Resource Management, Psychology, Public/Business Administration or related field; plus Considerable experience in training & development, employee management relations and recruitment. Substitution: Additional qualifying experience may be substituted for the education requirement on a year-for-year basis. A Master's degree in a closely related field may substitute for up to one year of general human resources experience. Desirable: Preference may be given to candidates with experience in one or more of the following: Working in a local, state, or federal government agency; Proficiency with HRIS Systems; Human Resources experience with companies supporting 1000 or more employees; HR Certifications such as PHR, SPHR, SHRM-CP/SCP, IPMA-SCP/CP; A track record of achieving progress in high conflict personnel matters while balancing competing organizational objectives; and/or Experience working with all levels of recruitment and selection processes including developing outreach and sourcing strategies designed to attract under-represented and diverse populations and developing strategies to encourage diversity and inclusion in the County's selection processes.
