About the Job
The County of Riverside's Human Resources Department has an opportunity for an Human Resources Analyst I/II (HRA I/II) to support the Employee Services Division located in Riverside.
The selected candidate will be responsible for performing a wide variety of complex administrative services including position management, voluntary time bank administration, Form 11 processing, and budget review and reconciliation. This position will coordinate with other HR divisions, County Departments, and public agencies to ensure adherence to Riverside County policies, payroll deadlines, and compliance with State and Federal regulations. Additionally, the HRA I/II will provide direction to staff, participate in meetings and presentations as well as provide solutions to issues that may arise.
The department is seeking an analytical problem solver with excellent written and verbal communication with the ability to work independently. Competitive candidates will possess knowledge in personnel related laws and human resources practices and procedures. Candidates with experience in PeopleSoft HCM and those with at least one year of professional benefit, retirement, or payroll administration, within a government agency, are highly preferred.

EXAMPLES OF ESSENTIAL DUTIES
• Establish job comparability through the gathering, tabulating, and analyzing of salary data, and make preliminary recommendations; perform studies of internal class relationships for compensation purposes.
• Prepare reports and correspondence; maintain records, logs and files. .
• Prepare or assist in the preparation and/or review of budgets.
• Analyze need for budget items requested to determine whether or not items are justifiable based on program objectives and priorities.
• Review and make recommendations on proposed human resources transactions including such matters as advanced step hiring; confer with departmental officials on human resources practices and issues.
• Recommend and establish contract forms and procedures; monitor adherence to contract terms.
• Assist in the development and establishment of standard human resources practices and employee benefits and services programs; conduct special studies and investigations.
• Upon request, develop and recommend policies and procedures; develop written procedures to clarify or describe standard practices; design or improve forms to expedite procedures.
• Coordinate the publication and dissemination of procedures; review present and pending legislation to determine effect on departmental operations and programs.
• Participate in various meetings and present and/or gather data to assist management in making administrative and operational decisions.
• May direct, train, assign, and evaluate subordinate clerical and technical personnel in the performance of standard tasks.

OPTION I
Education: Graduation from an accredited college or university with a bachelor's degree or equivalent education (minimum completed units equaling 120 semester/180 quarter). Technical, paraprofessional or professional human resources experience may substitute for the education based on a year-for-year basis (one year of full-time experience equaling 30 semester/45 quarter college level-units).
OPTION II
Experience:Four years of technical, paraprofessional or professional human resources experience.

Education: Graduation from an accredited college or university with a bachelor's degree or equivalent education (minimum completed units equals 120 semester/180 quarter). Additional qualifying technical, paraprofessional or professional human resources experience may substitute for the education based on a year-for-year basis (one year of full-time experience equaling 30 semester/45 quarter college level-units).
Experience: One year of professional human resources experience (at the County of Riverside Human Resources Analyst I level or above) with responsibility for conducting job analysis, recruitment and selection, employment test construction, position classification, compensation analysis, employee or labor relations, organizational development, training, benefits, or other human resources functions that demonstrate acquisition of the required knowledge, skill, and abilities. (Completion of graduate level courses from an accredited college or university may substitute for the required experience on the basis of 24 semester or 36 quarter units equaling one year of experience.)
ALL OPTIONS
Knowledge of: The principles and practices of public administration, organization and management; the principles, practices, legal requirements, and guidelines of public human resources administration, job classification, salary administration, recruitment and selection, examining, interviewing, and affirmative action; the principles of test construction, administration and evaluation; statistical methods applicable to human resources work; the techniques of job analysis for position classification, recruitment, and selection.
Ability to: Develop, administer and analyze tests for a variety of occupations; study jobs and make sound job classification decisions; collect data, analyze it objectively, present it clearly, and prepare sound recommendations and reports; understand, interpret and apply human resources laws, rules, regulations, standards, and procedures; secure cooperation of operating officials in accepting and carrying out sound human resources management practices; keep abreast of developments in the field of public and human resources administration; speak and write effectively.
Testing Information
All competitive candidates will be required to successfully pass an in person proctored writing assessment prior to being certified for an interview.

Schedule: This is an in office position with a 9/80 or 5/40 schedule.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
VACATION ACCRUAL (Bi-Weekly Accrual):
0 through 3 year = 80 Hours (10 Days)
4 to through 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 days can be taken from use of accrued Sick leave balance).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit may be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
