POSITION SUMMARY
Under the direction of the HRD, the HR Manager maintains and enhances the organization s human resources by planning, implementing, and evaluating employee relations and human resources policies, programs and practices.
ESSENTIAL JOB DUTIES AND RESPONSIBILITIES
Ensures employee Leaves of Absence are tracked and processed in accordance with facility/company guidelines and regulatory compliance.
a. Provides timely interactions with Employees and Supervisors related to duration of leave.
b. Communicates with Absence Management vendor on a regular and timely basis.
c. Initiates interactive process working with employees and supervisors providing workplace accommodations as necessary.
Recruitment and Retention Analyzes and trends HR metrics in partnership with HR group to develop solutions, programs, and policies that improve employee retention.

b. Exit Interviews
c. Stay Interviews
d. Behavioral Interviewing
Employee Engagement
a. Participates in Leader rounding and develops positive respectful relationships at all levels of the organization.
b. Works closely with supervisors and employees to improve working relationships, build morale, increase productivity and retention.
c. Participates in bi-annual employee engagement survey insuring maximum employee participation of no less than 75%.
d. Participates in employee activities and chairs or participates in committees and task forces.
e. Conducts New Hire Orientation ensuring optimal employee experience and improved engagement during on-boarding process.
Ensures HRIS system is accurate. Creates systems for tracking and ensuring accuracy of employee data. Responds to requests for acknowledgement and resolution of data issues that arise (i.e. reports from RAS, Lawson, Performance Manager).
Provides day-to-day performance management guidance to supervisors (coaching, counseling, career development, disciplinary actions).
Leads performance evaluation process providing technical support to supervisors and staff.
Provides support during benefits enrollment.
Other duties as assigned by Director.
JOB QUALIFICATIONS
EXPERIENCE/TRAINING/EDUCATION:
8 years of continuing advanced responsibilities in Human Resources service disciplines. Healthcare experience strongly preferred.
3 years management or supervisory experience highly preferred.
Working knowledge of multiple human resource disciplines including compensation practices, organizational diagnosis, employee and union relations, diversity, performance management, federal and state respective employment laws.
Experience in California wage and hour strongly preferred.
Bachelor's degree (B. A.) from four-year College or university required.
CERTIFICATIONS/LICENSES:
PHR/SPHR preferred
COMMUNICATION SKILLS: Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
MATHEMATICAL SKILLS: Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

- Oversees employee onboarding, development, needs assessment, and training to ensure employee engagement and high retention.
- Acts as a resource to department leaders providing HR guidance on employment, employee relations, compensation, benefits and retention.
- Has the ability to investigate and resolve complex employee relations issues. Conducts effective, thorough and objective investigations.
- Provides HR policy guidance and interpretation.
- Partners with the HRD to provide guidance and input on restructures, workforce planning and succession planning.
- Identifies training needs for teams and individual coaching needs. Participates in evaluation and monitoring of success of training programs.

- Proficiency in HRIS, ATS, and timekeeping systems.
- Ability to work in a fast paced work environment with shifting priorities and deadlines.
- Strong organizational skills.
- Demonstrated knowledge of major areas of employment law to include ADA, FMLA, CFRA, PDL, NLRA, Harassment, Discrimination, Wrongful Termination, and CA Wage and Hour.
- Strong communication skills, both oral and written.
- Ability to understand, interpret, apply, and explain personnel laws, rules, regulations, standards, and procedures; analyze and make improvement in policies and procedures relating to personnel activities.
