CIVIL SERVICE JOB TITLE: Senior Personnel Assistant
SALARY RANGE: $60,000 - $85,000 per year
FULL-TIME/PART-TIME: Full-Time
WORKWEEK: 9:00 a.m. to 5:00 p.m. (35 hours/week).
JOB DESCRIPTION:
The Jersey City Free Public Library is looking for a Human Resource Generalist to join our team. The ideal person for this position will have expertise in Human Resources to include the responsibility for various functions to include recruiting, education and training, benefits, leave, and employee relations.
JOB DUTIES:
Recruiting
- Collaborate with hiring manager to identify staffing needs and assist in job description development.
- Post job openings on various platforms and manage the recruitment process.
- Assist in onboarding new employees, including preparation of offer letters and conducting orientation sessions.
- Maintain recruiting metrics and provide regular reports on hiring progress.
Training
- Coordinate and facilitate employee training programs, including new hire orientation, skills development workshops, and compliance training.
- Collaborate with branch/department managers to identify training needs and recommend appropriate programs and resources.
- Monitor training effectiveness and gather feedback to continually improve training initiatives.
Benefit Administration
- Assist employees with benefits enrollment, changes and inquires related to health insurance, retirement plans, and other company benefits.
- Maintain accurate records of employee benefits and ensure compliance with benefits regulations.
- Coordinate with benefits providers to resolve issues and manage benefit-related paperwork.
Payroll Administration
- Support payroll process by preparing and reviewing payroll data for accuracy and completeness.
- Assist in resolving payroll discrepancies and address employee payroll inquires.
- Ensure compliance with federal, state, and local payroll regulations and maintain accurate payroll records.
Employee Relations
- Act as a point of contact for employee concerns and grievances, providing guidance and support to resolve issues effectively.
- Assist in managing employee disciplinary actions and performance improvement plans.
- Promote a positive work environment by fostering open communication and employee engagement initiatives.

- Understands and uses basic computer hardware, peripherals, software, and operating system functions
- Demonstrates information literacy and understands common security protocols related to Internet use
- Demonstrates facility with creation and utilization of online resources
REQUIRED EXPERIENCE/EDUCATION:
- Six (6) years of professional experience in personnel work.
- OR Possession of a Bachelor’s Degree from an accredited college or university; and two (2) years of the above-mentioned professional experience
- OR Possession of a Master’s Degree in Personnel Administration or other related field from an accredited college or university; and one (1) year of the above-mentioned professional experience.
ADDITIONAL RELEVANT SKILLS:
- Experience working in a municipal, county, and/or state entity in New Jersey.
- Knowledge of Jersey City’s population, geography, and/or local government.
