ROLE
We need a Human Capital Specialist (Classification) for the U.S. Government Publishing Office (GPO). RESPONSIBILITIES
- Consult with managers and SMEs to conduct job analysis.
- Evaluate position descriptions against OPM standards to determine series, grade, and title.
- Apply classification and position management principles to analyze data and facts.
- Establish position descriptions and prepare position evaluation statements.
- Maintain accurate competitive levels for GPO positions.
- Ensure position sensitivity levels are accurate and suitable for GPO roles.
- Consult with Operations Branch on past classification decisions for consistency.
- Complete all classification forms, including competitive level and sensitivity determinations.
- Review and update position decisions in line with OPM and GPO guidelines.
- Perform desk audits as needed.
- Collaborate with GPO HC Operations to develop a PD database.
- Provide expert advice on new classification tools and technologies.
- Participate in classification and position management workgroups.
- Lead special projects, such as reviewing positions and updating PDs.
- Review new OPM standards and develop GPO implementation plans.
- Develop and conduct classification training for GPO managers.
- Train HR staff on classification policy changes and updates.
- Draft responses to classification appeals from OPM.
- Identify workforce requirements to meet mission objectives.
- Participate in studies on hiring and staffing management.
- Assist with workforce restructuring efforts.
- Interpret and apply classification standards to determine correct series, title, and grade.
- Advise management on efficient use of human resources in position design.
- Provide organizational design advice to Agency Managers.
- Attend staff meetings and relevant training sessions.
REQUIRED SKILLS/EXPERIENCE
- Experience working with government classification standards.
- Experience using a web based classification application.
- Expertise in developing job analysis and assessment documents.
- Working knowledge of MonsterClass or similar classification system.
- Ability to use HC Dashboard (after training).
- Comprehensive knowledge of Human Resources classification policies, procedures, and methodologies.
- Ability to accurately apply the Fair Labor Standards Act
- Demonstrated knowledge of federal HR concepts, practices, laws, regulations, policies, and precedents.
- Knowledge of prohibited personnel practices.
- Comprehensive operational knowledge of:
- OPM classification standards
- federal position classification
- position management
- organizational development and realignments
- Ability to advise and assist management in accomplishing personnel management responsibilities.
- Skilled proficiency in the use of Microsoft Windows / Office programs.
- Ability to learn and utilize new classification automated tools.
- Excellent verbal and written communications skills.
- Detail-oriented with solid proofreading and editing skills.
- Exceptional customer service and relationship-building skills.
- Ability to coordinate efforts with others to find mutually acceptable solutions for the achievement of goals.
- Ability to organize work, set priorities and determine resource requirements.
- Ability to work effectively both independently and in a team environment.
- Ability to read, analyze and interpret:

- professional journals
- technical procedures
- governmental regulations
- Ability to write reports, business correspondence, and procedural manuals.
- Ability to present information and respond to questions from groups of managers, clients, customers, and public.

- Ability to deal with problems involving several concrete variables in standardized situations.
REQUIRED EDUCATION / CERTIFICATIONS
- Bachelor’s degree and a minimum of two (2) years relevant full-time experience within the last five (5) years.
- Equivalent combination of education / experience can be substituted.
