The HTM Clinical Engineer II supports and advances patient care by applying engineering and management skills to healthcare technology to the Beth Israel Lahey Health (BILH) Healthcare Technology Management (HTM) Program and participating BILH entities. Provides consultation and technical support for healthcare technology. With guidance from leadership or senior engineers leads large, complex projects. Oversees low to medium level clinical systems or devices and working with technical staff on the service support of such systems.
Job Description:
+ Evaluates and reports on emerging healthcare technologies and their potential benefit. Provides consultation on the safe and effective applications of medical devices. Manages projects associated implementing new/existing technologies. Coordinates the selection and installation of new systems. Works with stakeholders to conduct usability studies of technology.
+ Assists with mgmt of vendor relations including procurement, warranty and service agreements. Serves as vendor liaison: monitors performance and obtains relevant service documentation. Facilitates client & vendor communication. Ensures vendor provides necessary information, tools, and training necessary to operate technology with inclusion of terms for vendor compliance.
+ Assists with monitoring of medical device hazards/recalls and reports and ensures appropriate follow-up. Coordinates the internal and external medical device product recalls and alerts to ensure safe environment for patients, staff and visitors across participating BILH entities.
+ Assists with developing a 5-year capital equipment plan of existing/new operations including a needs analysis/assessment model and an analysis of cost/benefit, total cost of ownership, return on investment, and comparative evaluation of available technologies. Manages and coordinates user dept requests.
+ Monitors regulatory developments affecting devices/systems and coordinates implementation of appropriate compliance measures. Should be somewhat familiar with codes, standards, or regulations.
+ Helps provide support for coordination & provision of staff education (dept & organization staff) on medical technology. Prepares programs and teaches about medical device application/operation, precautions, potential hazards, basic troubleshooting, care & handling, support and safety.
+ Provides support for participation in key standing committees and provides advice as appropriate. Participates in the after-hours emergency service coverage (On Call) issue escalation and institutional Emergency Mgmt support as required
+ Assists with review of service options for major clinical systems with system owners to determine optimum service plan. Determines & negotiate level service agreements consistent with standards and the needs of the organization. (
+ Conduct investigations of incidents involving medical technology, analyzes findings and makes recommendations for corrective measures including root cause analysis and failure mode and effect analysis. With the support of Leadership, helps provide support to Patient Safety, Risk Mgmt & Legal depts.
+ Coordinates security mgmt process including analysis and related documentation associated with systems to prioritize, develop & implement plans to manage identified risks associated by applying appropriate safeguards. Maintains an inventory of systems and ensures equipment database is up to date.
Required Qualifications:
+ Bachelor's degree in Electrical or Biomedical Engineering required. required.
+ 1-3 years related work experience required.
+ Basic knowledge of project management and planning skills required.
+ Basic knowledge of Human Physiology and Anatomy. Understanding of engineering principles in the application of clinical devices/technologies and complex medical devices which includes Diagnostic and Therapeutic radiology equipment, Automated Lab equipment, Central Patient Monitoring systems, Anesthesia machines, Surgical Lasers, Microscopes, Video systems and integration is required
+ Basic knowledge of computer networks and integration of medical equipment required.
+ Advanced technical computer skills as required for technical support specific to functional area and related systems.
Preferred Qualifications:
+ Moderate understanding of database programming languages including Microsoft SQL and Access; XML, HTML and VB.
+ Proficiency in personal computer applications including word processors and spreadsheets and technical drawing software including Microsoft Project and Visio preferred.
