The Office of the Chief Security Officer (OCSO) for the Architect of the Capitol (AOC) is responsible for the maintenance, care and operation of the buildings, grounds, and physical security enhancements of the U.S. Capitol Police, campus wide physical security infrastructure and an off-site campus supporting all legislative branch agencies. OCSO also manages the agency’s internal security programs and policies, including personnel suitability and badging and liaises with other partners regarding security matters.
The Human Resources Specialist will assist with developing policies and implementing procedures that ensure AOC personnel are designated at a national security sensitivity and/or risk level commensurate with the degree of damage that an individual, by virtue of the occupancy of the position or performance of the duties, could affect the security of the Congress or the efficiency of the AOC. The contractor shall work with supervisors/managers to ensure sensitivity designations of positions under their control are correct and consistent with security access requirements.
Major Duties:
- Work directly with AOC Human Capital Management Division (HCMD) to ensure that the sensitivity designation is correctly annotated and entered in the appropriate automated payroll/personnel system.
- Draft Position Risk and Sensitivity Level directives, policies, and procedures regarding position designation to reflect current AOC operations and address current Office of Personnel Management/Director of National Intelligence policies and guidelines.
- Develop an accessible database with all information required to effectively manage the position designation and suitability program.
- Develop documentation that clearly describes project future budgeting and staff workload requirements.
- Develop documentation to track an AOC employee’s investigation versus the designation of their position and ensure they are properly aligned.
- Develop and document a systematic and repeatable risk assessment process to evaluate the risk of applying reciprocity for incoming contractors.
Professional Qualifications/Skills:
- Minimum of eight (8), preferably ten (10), years of experience in human resources work with demonstrated knowledge of federal level position risk and sensitivity level program best practices.
- Demonstrated ability to perform a variety of tasks in support of the work of position risk and sensitivity level management and personnel security specialists. Independently identify federal-level Position Risk and Sensitivity Level requirements.
- Demonstrated ability to process position risk and sensitivity level position change requests of varying complexity; processes the actions, responding to internal and external personnel security program inquiries.
- Demonstrated ability to perform a variety of position risk and sensitivity level and personnel security program support duties.
- Demonstrated ability to perform a variety of projects in support of the work of position risk and sensitivity level and the agency personnel security program; Expert-level oral and written communications skills that demonstrate a professional demeanor and the ability to interact with others with discretion and tact; able to adapt style and tone to effectively engage the audience.

The anticipated compensation range for this position is $84,700-$142,100. Multiple considerations are taken into account when determining the final salary/hour rate, including but not limited to, Contract Wage Determination, education and certifications, relevant work experience, related skills and competencies, as well as Federal Government Contract Labor categories.
